NOTE: This RFI is issued solely for information and planning purposes only and does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP). This notice does not commit the U.S. Government to contract for any supply or service. Furthermore, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this request for information. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Submittals will not be returned to the responder. Sources Sought Notice for comprehensive waste and recycling management services in support of the Department of Veterans Affairs Service Distribution Center (SDC) in Hines, IL 60141. The qualifying NAICS code for this effort is 562111, Solid Waste Collection, and the Small Business Administration (SBA) size standard is $47.0M. Please submit your company s capabilities statement and completed vendor responses electronically to Chris Binkley at Christopher.Binkley@va.gov no later than January 24, 2024, at 3:00 p.m. Central Standard Time (CST). Please include your company name in the subject of the email response as: Attention: VA Service Distribution Center Waste Management Services - VENDOR NAME . The Department of Veterans Affairs (VA), Commodities & Services Acquisition Service (CSAS) is seeking information from vendors regarding the availability and business practices regarding the procurement of waste management and recycling services. The VA is also seeking market research information on rent versus buy options for trash compactors and their associated containers. Please provide requested information for the areas below. Additionally, address the Business Size Classification of the vendor interested (SDVOB, 8(a), SDB, Hub, WOSB, EWOSB, Small, or Other). This waste management service requirement is anticipated to result in a firm fixed price (FFP), Indefinite-Delivery, Indefinite Quantity (IDIQ) contract. Any resulting waste management service contract will be covered under a Service Contract Act (SCA) wage determination for Illinois counties of Cook, Du Page, and McHenry. The contractor shall provide efficient and innovative solutions that fulfill the services of this requirement. The contractor shall provide all labor, supplies, equipment, and disposal to meet all requirements for the comprehensive management of the solid waste and recycling programs at the U.S. Department of Veterans Affairs Service Distribution Center in Hines, Illinois, 60141. The comprehensive waste services shall not only include the collection and disposal of the waste, but also the training and support required to ensure compliance with all Federal, State, and Local regulations. Required removal services include: Packing Materials and Plastics Carboard Recycling Kitchen Waste Construction Material Waste Hazardous Waste Products (Does not include Medical Waste) Document Shredding STATIONARY COMPACTORS FOR PACKING MATERIALS AND PLASTICS The Contractor shall provide one 3-yard stationary compactor for plastics and other packaging materials, equipped with a 40-yard container/receiver. This equipment is to be located at the designated site, as specified by the Contracting Officer's Representative (COR). The Contractor shall ensure the proper functioning of these compactors during the rental period. STATIONARY COMPACTORS FOR CARDBOARD RECYCLING The Contractor shall provide one 3-yard stationary compactor, one designated for cardboard, equipped with a 40-yard container/receiver. This equipment is to be located at the designated site, as specified by the Contracting Officer's Representative (COR). The Contractor shall ensure the proper functioning of these compactors during the rental period. SELF-CONTAINED OUTSIDE COMPACTOR FOR KITCHEN WASTE The Contractor shall provide one 20 yard self-contained outside compactor for the disposal of kitchen waste. This equipment should be placed at the location specified by the COR and maintained in good working order throughout the rental period. ROLL-OFF DUMPSTER FOR CONSTRUCTION WASTE Upon request, the Contractor shall supply 30-yard roll-off dumpsters for the disposal of construction waste. The Contractor is responsible for timely delivery, placement, and removal of these dumpsters as needed. VA estimates approximately four construction waste pickups per year. REMOVAL OF HAZARDOUS WASTE PRODUCTS The Contractor shall offer removal services for hazardous waste products, including but not limited to dead batteries, crushed CFL bulbs, paint, AC compressor, motors, metals, and other hazardous materials. These services must comply with all relevant environmental regulations and safety standards. VA estimates approximately 1-2 hazardous waste pickup per year. DOCUMENT SHREDDING The Contractor shall conduct approximately 26-30 mobile shredding service visits for document destruction. The contractor is required to show industry certification to perform shredding service. Contractor shall provide a certificate of destruction after each service. FREQUENCY OF SERVICES The VA is seeking the interest Service-Disabled Veteran Owned Business (SDVOSB) who can provide waste management services, however, the VA appreciates all responses to this sources sought notice as it may influence the set-aside determination. Please address the following: Corporate information Provide your companys contact information (Company name, address, Point of contact name and email). Indicate whether your business is a Small Business (SB) or Large Business (LB). If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business. If disadvantaged, specify the disadvantaged group of Service Disables Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), 8(a), HUBZone, Woman Owned Small Business (WOSB). Include the System for Award Management (SAM) Unique Entity Identifier (UEI) of your firm. State whether your firm is registered with the SAM at http://www.sam.gov and/or a verified SDVOSB/VOSB with SBA at https://veterans.certify.sba.gov/. *NOTE: any future solicitation can only be awarded to a contractor who is registered in SAM; to receive award based on VOSB or SDVOSB status, you must be registered and certified in the VetBiz Registry. Is your business the Manufacturer of the product or a Dealer/Distributor of trash compactors/containers? What percentage of the required waste management services would your company subcontract and what is the small business status of your subcontractors? General Information: Can your company provide all services required above? Can your company sell the VA compactors and containers? Can your company rent the VA compactors and containers? Can you company provide chute for various fitment applications? Are any compactors/containers you might offer Buy American Act (BAA) compliant? Are the compactors/containers you might offer Trade Agreements Act (TAA) compliant? (Provide country(ies) of origin. Provide compactor/container information, including product specifications. Please provide any additional for waste management services you would like the VA to consider when developing the specifications for this proposed contract. The Government will use responses of this notice to make appropriate acquisition decisions upon review of documentation. A request for quote (RFQ) may be issued to the government wide point of entry Contract Opportunities (www.sam.gov). Responses to this Sources Sought Notice are not considered adequate responses to any corresponding solicitation announcement. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement.
