- This is a SOURCES SOUGHT only pertaining to brand name or equal item(s) for the Detroit VA Medical Center. Information collected during this Sources Sought may be used in a set aside. If a solicitation is issued, the Government will do so in accordance with Federal Acquisition Circular (FAC) 2023-06. The North American Industry Classification System (NAICS) number is 334310. The NAICS size is 750 employees. Any contractor that believes they are capable and desires to claim preference for small business status must be registered with the SBA and be able to be located through SBA - Dynamic Small Business Search. Any contractor that believes they are capable and desires to claim preference for veteran owned small business status must be registered with in VetCert at Veteran Small Business Certification (sba.gov) as an SDVOSB or VOSB. Contractors that deem themselves capable of meeting the requirement shall provide the below information to Kellie Konopinski, Contracting Officer, at Kellie.Konopinski@va.gov no-later-than Tuesday, January 9, 2024 at 12:00PM, EDT, referencing 36C25024Q0221. Responses shall include: (1) Business Name and Address, (2) Contract Number items are covered under, if applicable (3) Point of Contact Name, Phone Number and E-mail Address (4) SAM UEI and NAICS code (5) Business Size SMALL or LARGE (6) Type of Business: service disabled veteran owned, veteran owned small business, 8a, HUBZone, woman-owned, etc. (7) Information for the product you would propose and which if any of the salient characteristics below it does not meet. (8) Where the proposed product is manufactured. (9) A concern that is not a manufacturer of the supply shall provide the manufacturers name and size standard and an authorized distributor letter. (10) If the concern is the manufacture and the sole distributor, please provide documentation to that effect. If the concern is the manufacturer and has authorized distributors, please provide a list of the authorized distributors as well. (11) Current lead time of equipment that will be proposed. Delivery is to: Detroit VA Medical Center 4646 John R. Street Detroit, MI 48201 REQUIREMENTS: Replacement of Audio-visual equipment in Medical Center Auditorium Detroit VA Healthcare System (DVAHS) Detroit, MI Introduction The Detroit VA Health Care System is soliciting for a contract to replace all its existing audiovisual equipment in the Medical Center s auditorium. The existing system is dated and is not configured to meet the present-day requirements for hybrid meeting spaces where participants meet face-to-face and virtually. The proposed new system will improve the audiovisual experience for the audience whether physically in attendance or joining via a web portal. Scope The contractor shall provide to the Government implementation of the replacement audiovisual system in Detroit VA Medical Center Auditorium according to the following specifications: LOCATION: John D. Dingell VA Medical Center (Auditorium) 4646 John R. St Detroit, MI 48201 Tasks and Requirements: A.1) Installation and implementation shall not be considered to be complete until the DVAHS designated Point of Contact (POC) has verified that the system is fully functional and available for use without further configuration by DVAHS staff. A.2) Change orders, modifications, or any deviation from this SOW cannot be authorized by DVAHS staff. Such actions should be presented to the DVAHS POC for submission to the contracting officer assigned to this contract for approval/authorization. A.3) Contractor will integrate government furnished equipment into the system which includes PC/laptops. A.4) The contractor will provide the following recommended equipment: Minimum Specifications and Characteristics Below are the minimum technical specification for the audiovisual replacement that must be provided to meet the requirements of the DVAHS auditorium replacement project. Audio equipment Minimum 24 (twenty-four) channel, wireless microphone system with enhanced sensitivity, to include 4 (four) handhelds, 1 (one) PZM podium mounted, 2 (two) lavaliers, and 7 (seven) ceiling-array mics. Receivers, amplifiers, expanders, and unifiers for audio system Small format ceiling monitor/speaker Cabling, patch panels, licensed software, mounts, and installation Video equipment Video wall composed of 9 (nine) high-definition, inter-connected video screens that will replace the existing rear-projected system. Unified controller for video wall with capability for independent displays for each separate monitor. Processing amplifiers for all video interfaces. 2 (two) large-screen monitors, 85 or better, to be installed on sides of stage. Cabling, patch panels, licensed software, mounts, and installation Lighting LED stage lighting that interfaces with existing ALM Systems lighting control system. A-V Controller Podium mounted. Equipment, licensed software, and programming for system to control all components of audio-visual system in auditorium. Video endpoint network system that is independent of VA network. Touch screen Cabling, patch panels, licensed software, mounts, and installation A-V connectivity to VA provided computer. Surge protection for entire system. Installation, setup, and training. Delivery, Installation, and Implementation Requirements Contractor shall provide single point of contact for all project coordination. Contractor shall provide a trained team to provide delivery and setup for all equipment and accessories. Delivery and setup services shall include delivery, uncrating, trash removal, product, and accessory setup, and set in place. Contractor shall provide insurance coverage for product throughout delivery and setup as long as product maintains in their possession from order to delivery and setup. Contractor shall conduct the recommended tests to ensure optimal operations of the system.
