- The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source purchase order for Instrument Manager (IM) software upgrade and additional IM software. Providing upgrade to Software Connection Interface System Service for the Laboratory Analyzers to the Instrument Manager software Version 9 to be in compliance with VA security standards due to Data Innovations end maintenance and end of sale for IM v8.16.20 and older. The IM versions 8.16.20 and older will reach End of Maintenance (EoM) and End of Sale (EoS) on February 1, 2024. The Lt. Col. Luke Weathers, Jr. currently has a contract in place for the interface connection and support of Data Innovation licenses and Instrument Manager. Data Innovations (DI) is the manufacturer and sole provider of Instrument Manager (IM) Software that is used with laboratory instrumentation. DI is a Middleware system that links and manages instruments through the network, its software platform is installed into an authenticated VA server. Laboratory instruments have connection devices and site licenses for the Instrument Manager (IM) software that monitors laboratory data that is transferred to the VA s Veterans Health Information Systems and Technology Architecture (VISTA) and Computerized Patient Record System (CPRS). The interface automates result reporting, which reduces manual entry errors, enables the laboratory to meet turnaround time (TAT) limits and reduces the number of FTEE's required for laboratory testing and reporting. The interface through DI requires annual software renewals, maintenance, periodic service, support from DI resource specialists, and software upgrade and is critical to laboratory operation. . The contract is expected to be awarded in accordance with FAR 13.106-1(b)- Soliciting from a single source. The anticipated award date is Jan 20th, 2024. NAICS code: 339112 Surgical and Medical Instrument Manufacturing (SBA Size Standard 1,000 number of Employees) PSC: DA10 IT and Telecom - Business Application/application Development Software as a Service THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within seven calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
