- In 2025, the Naval Sea Systems Command (NAVSEA) intends to award a contract for the dismantlement and disposal of the ex-Enterprise (CVN 65). Based on feedback from the March 2023 Industry Day, NAVSEA has identified establishment of an electronic document library supporting scoping of ex-ENTERPRISE (CVN�65) disposal is of mutual interest and benefit to the Navy and potential vendors with interest and capability in completing this project. The intent of the document library is two-fold: Provide vendors access to technical information in support of scoping the ex-ENTERPRISE disposal project in advance of a formal Request for Proposal (RFP) Provide a means for vendors to give feedback to NAVSEA on the available information to assist in refining the Government Furnished Information (GFI) list for the contract RFP. The document library will be located on a Government controlled IT system called PrimeNet and consist of a SharePoint-based platform intended to be a �zero trust� environment. Vetted, view-only access will be provided to a configuration-controlled database, with information security controls that would prevent external users from downloading or modifying the database contents. This construct allows for providing vendors controlled technical information in a manner that fosters collaboration but remains protective of the information against unauthorized disclosure. Further, since the data will reside solely on PrimeNet, vendors would be able access the information through their own networks rather than first having the network approved by NAVSEA. Interested vendors must complete the following to gain access to the document library: Receive authorization to access controlled technical information, including Unclassified Naval Nuclear Propulsion Information (U-NNPI) by completing the steps in Attachment 1. Complete onboarding as an organization � an organization can be onboarded if their unclassified IT system is connected to the internet from within the United States and can access the domain unnpp.sharepoint.us and have Microsoft cloud accounts, which will be used to log-in.� Onboarding is a one-time step that can commence after satisfactorily receiving the authorization to access controlled technical information above. Currently, access to the document library without Microsoft cloud accounts is not possible. Additional details are included in Attachment 2. Onboarding individuals can occur once the outside organization has gained approval for access to the document library via the steps in Attachment 1. This will consist of completing a User Agreement form. The User Agreement form will be provided later in the onboarding process. As noted above, the document library is intended to foster collaboration between the Navy and vendors interested in the ex-ENTERPRISE (CVN�65) disposal project. Organizations may request additional information or make suggestions of the types of information to include or exclude from the document library by contacting [Robert Whitlow at robert.c.whitlow.civ@us.navy.mil]. NAVSEA anticipates the document library being available as early as late January 2024, or after a sufficient number of outside organizations have received approval to access U-NNPI through completion of the steps in Attachment 1 and the PrimeNet onboarding process described above. The process for final approval of required documents could take 2-3 weeks and is recommended to start now to be ready when the library is available. NAVSEA intends to hold an industry day to review the draft contract for ex-ENTERPRISE (CVN 65) disposal and address open issues prior to issuing an RFP. Guidance for sampling on the CVN 65 will be forthcoming. Interested vendors can complete the following security requirements for Huntington Ingalls Incorporated-Newport News Shipbuilding (HII-NNS). Fill out form NN9327. Complete the background check process. (Instructions included in the form.) Once the background check certificate is obtained, complete form NN9327 and submit both for processing. In accordance with FAR 15.201(e) responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government.� Respondents are wholly responsible for any costs or expenses associated with submitting a response.� No reimbursement will be made for any costs associated with providing information in response to this notice or any further requests for information relating to a response.� Respondents will not be notified of the results of this notice.� The information obtained from submitted responses may be used in the development of an acquisition strategy.� Not responding to this RFI does not preclude participation in any future RFP, if issued.
