Description
SOURCES SOUGHT NOTICE (SSN) NET-ENCLOSURE IN SUPPORT OF UNMANNED AERIAL SYSTEMS (UAS), and UNMANNED AERIAL VEHICLE (UAV), MUNITION SYSTEMS, AND OTHER WEAPON SYSTEMS INTRODUCTION/BACKGROUND: This is a Sources Sought (SS) being issued by the Army Combat Capabilities Development Command (CCDC), Armaments Center (AC), Munitions Engineering & Technology Center (METC), Fuze and Precision Armaments Directorate (FPAD).� This SS requests capability statements from potential contractors on their ability to design and deliver an expansive net-enclosure facility at Picatinny Arsenal, New Jersey, 07806.� The project title is � The Collaborative Lethal Engagement Facility (CLEF). �� REQUIREMENTS: This SS seeks capability statement responses for developing a design for a Collaborative Lethal Engagement Facility (CLEF).� The size required is 150� wide X 300� long X 150.�� � The contractor must demonstrate the ability to begin construction in the third quarter of FY 25.� The contractor must be able to demonstrate the ability to create a 100% design by the end of FY24 and beginning of FY25.� It is anticipated that the contract will be phased, having phased deliverables � Phase 1 (30% design), Phase 2(60% design), and Phase 3 (90% design).� These phases will be structured as �gates� where the Government must provide approval for entry into the next phase.� The gates will serve the Government a mechanism to make design alterations. SUBMISSION DETAILS:� Each potential source is required to provide the contract number(s), dollar values(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor�s ability to successfully satisfy the requirements in the draft PWS. �� COMPETITION: Depending on the responses received, and the evaluation thereof, competition will be considered.� This decision will be made in coordination with Army Contracting Command � New Jersey (ACC-NJ), as they are the ultimate decision authority on the contracting approach. OTHER INFORMATION EXCHANGES:� Interested parties that respond and are assessed as �potentially capable� may be contacted by the USG to receive more detailed information on other engineering considerations including more detailed scope, a geo-tech survey, and Environmental Considerations.� The contractor must have appropriate informational safeguards in place prior to this information being sent.� The Government will also make a decision on the likelihood of the requirement moving forward prior to sending any additional information.� NOTICE OF LIABILITY: This is not a formal solicitation.� This is a SS for market research purposes.� Any response to this SS is at the sole-discretion of the contractor.� No remittance payment will be made for any information sent in response to this SS.� Information submitted in response to this SS may be used for procurement planning purposes.� Interested parties should be cognizant of the �beta.sam.gov� portal, and of the acquisition process to ensure responsiveness to any opportunities related to issuance of a formal solicitation.� The website for Beta.Sam is as follows - https://sam.gov/.� At this time, a formal solicitation is not definitive.� � ADMINISTRATIVE: Request that all responses include the following information: �Full Company Name (Legal Entity): �Cage Code: �Website (if applicable): �Contact Information: �Business Size for above NAICS (Large, Small, Small Sub-concern, etc.) The point of contact for response is Mark P.
