- Soliciting from a Single Source Single Source Justification for SAP under the SAT Last Updated: 02/01/22 Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C246-24-AP-1421 (Urgent and Compelling) Contracting Activity: Department of Veterans Affairs NCO 6 (VAMC Ahseville NC) 100 Emancipation Dr Hampton, VA 23667 637-24-1-996-0025 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The PureSteel Reprocessing SPS/ENDO sinks are used for cleaning/soaking all surgical instrumentation prior to being sent to the washer/disinfector for cleaning, allowing instrumentation to be safely handled by staff in the prep area. The flexible scopes need to be soaked, cleaned, and checked prior to being sent to the scope room for High-level disinfection. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Pure Processing provides 3 additional Ergonomic features that no one else provides for Staff Safety, in addition, they provide 3 additional layers of Productivity that no one else provides assuring safe and efficient turnover of scopes. Ergonomics Pure Processing not only has latest technology in electro-mechanical lifters (with only 3-year warranty in industry), but they also offer additional Ergonomic features no one else provides: o Ergonomic 45-degree wrist slants to take pressure off the technicians wrists; all other Sinks have traditional 90-degree pinch points. o Height Adjustable bottom Shelves which move up and down as the Sink does to reduce bending. o 150 lb. Pegboard integrated into Sink to assure all staff members, short or tall, will be able to work at the preferred OSHA working height (above hips, below shoulders) by just raising the Sink up and down without having to move working tools to accommodate their height. Productivity: Pure Processing s Productivity characteristics are superior to other products on the market: o Lighting Pure Processing provides (3) Different sources of Lighting to POU (Point of Use) to assure true visualization and assessment of Scope Condition and assist in reducing eye fatigue through proper lighting. Overhead Hood Lights that shine down into working Basins In-Basin Marine Lights for exact visualization of what s happening at end of scope, and to be able to determine with clarity leaks and problems. Point of Use Exam lights with magnifiers for detailed problem inspection o Integrated Pegboard as mentioned above, which allows with a Height Adjustable Sink the ability to set up flow and efficiency of working tools in advance for all Staff Members all they must do is raise or lower sink to have all working tools in their safe OSHA working zone. Additional Economies from Pure Processing: o Plug-n-Play Capabilities. Pure Processing has (8) GFI Outlets underneath their Sinks, and therefore needs only (1) Hospital plug-in for electric. Additionally, they provide a comprehensive plumbing module which accounts for the height adjustability of the Sink and requires our Plumber to make a single connection into the wall or drain. While there will still be some facilities costs to take out old Sinks, the costs of having to retrofit the area for New are reduced significantly. Description of market research conducted and results or statement why it was not conducted: I searched FPDS, GSA, NAC, SAC, OPEN Market and found 3 potential vendors,Pure Processing, Steris and Getinge. Steris and Getinge can provide a functional product at a lower cost, however, they didn t meet the objectives in their technologies that we are attempting to achieve for better patient, staff, and scope outcomes. Pure Processing provides 3 additional Ergonomic features that no one else provides for Staff Safety. Pure Processing provides 3 additional layers of Productivity that no one else provides assuring safe and efficient turnover of scopes. The Robitic Surgical system is scheduled to go online 1 Feb 24 and the sinks must be ready for service. This is an urgent and compelling requirement.
