- PRE-SOLICITATION NOTICE� ** NOTICE OF INTENT NOI-NIAID-24-2206603 NAICS � 334516, Analytical Laboratory Instrument Mfg This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) Integrated Research Facility (IRF) intends to negotiate on an other than full and open competition basis with TSI Incorporated of Shoreview, MN to procure an additional TSI aerodynamic particle sizer (APS) spectrometer system, catalog # 3321, with software, flow meter and filters, for the continuation of a collaborative project with the National Biodefense Analysis and Countermeasures Center (NBACC) to explore small and large particle aerosol deposition using modalities within the respiratory tract of rodents. The Aerobiology section of the IRF develops aerosol animal models of disease caused by high consequence pathogens within high containment animal biosafety level-4 (ABSL-4) and BSL-4.� Therapeutic and prophylactic agents (e.g. vaccines) are evaluated in these animal models.� Additionally, this section evaluates and compares virus deposition, infectivity, and virulence among animals inoculated with aerosols versus other routes of administration (e.g. intramuscular).� A major focus of this aerosol research is exploring various particle sizes (small, intermediate and large) and monitoring deposition sites within the lower, mid and upper respiratory tract; and comparing subsequent disease course outcomes for potential medical countermeasure development.� To determine the particle size for a specific aerosol run, an APS is required to generate a reading of the actual particles generated and sampled.� This provides the researcher feedback for the aerosol system and shows if desired target particle size is equivalent to the actual particle size.� This TSI brand APS provides a high-resolution, real-time aerodynamic measurement of particles ranging from 0.5 to 20.0 �m, thus encompassing all size ranges affecting the respiratory tract and mucosa.� This APS uses a patented, double-crest optical laser system for sizing accuracy which results in greater small particle sizing efficiency, improved accuracy of mass-weighted distributions and virtual elimination of false background counts. All previous data recorded from the Integrated Research Facility�s aerosol animal models since inception have used these TSI brand APS systems.� Trying to correlate the data between any equipment other than this APS would require several bridging studies to ensure accuracy and proper conversion if this is even applicable. This will be very taxing/costly on facility resources. This APS is what the collaborator used during preliminary testing prior to equipment transfer.� All data acquired is based on collection and analysis using APS technology.� The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
