Page 5 of 8 Department of Veterans Affairs Exposure Related Care Transformation (EXPRT) Center War Related Illness and Injury Study Center, VA- New Jersey Health Care System Statement of Work (SOW) 1. Title: Power BI Reporting & Analytics Services for the Exposure Related Care Transformation Center 2. Purpose: To procure services of a contractor who has expertise developing custom data science applications (visualization/analytics) using Power BI. 3. Background: The Exposure Related Care Transformation Center (EXPRT Center or Center ) seeks to better understand the health effects of military exposures in Veterans through research and specialty clinical evaluation. The Center is also charged with developing and disseminating high quality and accurate information and materials (e.g., best practices, syntheses of literature, disease/condition monitoring, general educational content, etc.) to various stakeholders (e.g., Veterans and their families, clinicians and scientists, Congress, senior VA leadership, and the general public). The Center is seeking to develop custom data visualization/analysis applications to facilitate enhanced understanding of operational and data trends in order to best inform stakeholders as well as most efficiently align resources, funding and staff effort. We expect these applications will be built upon a data science framework/platform, such as Power BI, that will be in compliance with VA OIT guidelines and leverage other VA enterprise software and hardware resources. This will support the Center s goal of being a leader and authority in military exposure concerns. 4. Scope: The Contractor shall be able to perform a range of data science activities using the Power BI platform including: Data visualization: Create new custom applications that could visually display clinical and research data that includes graphical user interfaces and real-time updating (e.g., filtering datasets, real-time plots and data trending, maps, etc.) Data analysis: Create new custom applications that incorporate data analytic tools (e.g., filtering, summary descriptive statistics) that are incorporated within and/or compatible with parallel applications. Data synthesis and dissemination: Work with SMEs to review and present data in accordance with proposed requests and reporting needs. All documentation and products must conform to the requirements of the Government. Appropriate examples and templates will be provided by the Government upon request. Quality control and optimization: Develop and design quality control procedures, perform initial process and procedure testing and optimization, perform and review ongoing quality control procedures throughout the contract period and report results on an appropriate schedule as finalized in the Project Management Plan. 5. Period of Performance: 02/19/2024 02/18/2025, with four option years. 6. Place of Performance: The contract services and activities described will take place virtually. 7. Tasks Task 1: Data Analysis 7.1.1 Analyze data collected through the EXPRT Center. 7.1.2 Analyze data collected for other projects currently in development at the EXPRT Center. Task 2: Data Synthesis and Dissemination 7.2.1 Work with SMEs to review and present EXPRT Center data. 7.2.2 Work with SMEs to review and present data for other EXPRT Center projects currently in development. Task 3: Quality Control and Optimization 7.3.1 Submit a Project Management Plan which outlines quality control and data optimization procedures. Travel and Other Direct Costs: N/A Personnel: Certain skilled experience professional and/or technical personnel are essential for accomplishing the work to be performed. The Contractor agrees that the key personnel shall not be removed, diverted, or replaced from work without coordination with the CO and COR. 10. Substitution of Key Personnel: All Contractor requests for approval of substitutions hereunder shall be submitted in writing to the COR and the Contracting Officer at least thirty (30) calendar days in advance of the effective date, whenever possible, and shall provide a detailed explanation of the circumstances necessitating the proposed substitution, a complete resume for the proposed substitute, and any other information requested by the Contracting Officer necessary to approve or disapprove the proposed substitution. New personnel shall not commence work until all necessary security requirements, as defined in Section 15, have been fulfilled and resumes provided and accepted. The COR and the Contracting Officer will evaluate such requests and promptly notify the Contractor of approval or disapproval in writing. The Contractor shall be responsible for managing and overseeing the activities of all Contractor contracted personnel, as well as sub-contractor efforts used in performance of this effort. The Contractor s management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective support, performed in accordance with the requirements contained herein.
