- The purpose of Amendment No. 3 is to provide the SF424A� Cost Proposal Spreadsheet for proposers submitting proposals for cooperative agreements.� In addition, for the purpose of clarity, the amendment renames the previous cost proposal spreadsheet to� Other Transaction Cost Proposal Spreadshseet.� The Other Transaction Cost Proposal Spreadsheet is for proposers submitting proposals for other transactions.
