Description
NASA/Headquarters (HQ) plans to issue a Request for Proposal (RFP) for the on-ramping of new vendors and existing vendors to propose new data products to/under the existing Commercial SmallSat Data Acquisition Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award contract in accordance with the CSDA On-Ramping article within the original Solicitation #80HQTR23R0007. The CSDA IDIQ contract includes an �On-Ramp� feature which allows for the original solicitation to be periodically re-opened to give new vendors the opportunity to propose. On-ramping will also allow existing vendors to propose new data products developed (or data products based on new instruments) that were not available during initial proposal submission. Only pricing associated with the new data products may be incorporated into the contract. Existing prices will not be revised and will remain in effect for the duration of the contract. The principal purpose of the CSDA IDIQ contracts is to acquire earth observation data and related services from commercial sources for the NASA Science Mission Directorate (SMD), Earth Sciences Division (ESD). This effort will serve as a streamlined and flexible method for the Government to acquire�data�from commercial sources to�support NASA�s Earth science research and application activities.�Emphasis will be placed on data acquired by commercial constellations, affording the means of complementing NASA's�Earth observations�data with higher resolutions,�increased temporal frequency or other novel capabilities.�NASA will require adherence to government-defined End User License Agreements (EULAs) to enable broad levels of dissemination and shareability of the commercial data with the US government agencies and partners. There will be a set of government-defined license tiers (i.e., EULA tiers) associated with all contracts and task orders awarded for Scientific Non-Commercial Use. Specific details on the requirements can be found on the attached Draft Statement of Work (SOW) and End-User License Agreements (EULAs). EULAs are non-negotiable. The Draft Request For Proposal (DRFP) is also attached for information and planning purposes. No proposal will be requested at this time and no contract will be awarded as a result of the DRFP. It is anticipated the final solicitation will contain required clause updates and minimal clarifications to instructions/ evaluation criteria. The final solicitation will address any revisions from the original solicitation #80HQTR23R0007. The objectives of the CSDA Program are to: Establish continuous and repeatable processes to on-ramp new commercial data vendors and evaluate data for its potential to advance NASA's Earth science research and applications activities. Enable the sustained use of purchased data for broader use and dissemination by NASA scientific community. Ensure long-term data preservation through the establishment of data management processes and systems to support rapid evaluation, access and distribution of purchased data, and long-term access to purchased data for scientific reproducibility. Coordinate with other U.S. Government agencies and international partners on the evaluation and scientific use of commercial data. The NAICS Code and Size Standard are 541990 and $19.5M, respectively.� This CSDA IDIQ On-Ramp 1 is anticipated to be a full and open competitive procurement. The CSDA IDIQ contract was awarded as a commercial Multiple-Award contract with a 5-year period of performance and with Firm-Fixed Price (FFP) Task Orders. The anticipated release date of the On-Ramp 1 RFP #80HQTR24R0003 is on or about February 2024 with an anticipated proposal due date of on or about March 2024. All responsible sources may submit a proposal which shall be considered by the agency.� NASA Clause 1852.215-84, Ombudsman, is applicable.� The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.� This posting, in addition to any attached documents, will be available on www.Sam.gov. It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any).
