Description
This is a sources-sought notice request for information (RFI) for market research purposes only. The Department of Veterans Affairs is seeking eligible contractors to furnish External Clinical Peer Review Services for Quality Management aligned with the requirements in the attached draft performance work statement (PWS) and other applicable attachments included in this RFI. This RFI is for market research purposes and responses will be used to further develop the acquisition strategy for this requirement. Therefore, all responsible sources are highly encouraged to submit a capability statement in response to this RFI. Capability statements should address the ability of your company to meet the requirements contained in the draft PWS and all other attachments in this RFI. Capability statements should also respond to all questions included in this RFI. Capability statements should include company size designations/small business category as well as demonstrate your ability to provide these services for a base plus multiple option periods. If your company is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB), submit evidence of registration in Small Business Administration Veteran Small Business Certification (VetCert) with your capability statement. RFI Questions: A peer review can take 1 to 3 hours to complete, and a medical advisory opinion can take 3 to 6 hours to complete, depending on the complexity. How many clinical reviewers does your company currently have that you estimate would be qualified and willing to perform such work? The Government is considering the use of a Multiple Award Blanket Purchase Agreements (BPA) to fulfill this requirement. Will the use of a multiple award BPA structure, either under FAR Part 13 or FAR Part 8, impact your decision to participate? In what way(s)? Are there other contract types you believe to be more suitable for this requirement? Do you have any Government-wide acquisition contracts (GWAC) or Federal Supply Schedule (FSS) contracts for these services? Would it impact your decision whether or not to participate if the BPA or contract was structured in such a way that your company was allowed to provide some of the services?� What types of reviews outlined in the draft PWS is your company able to provide such as peer reviews/audits, management reviews, and medical advisory opinions? Please provide detail as to which reviews your company is able to complete.� The VA onboarding process takes an average of 6 weeks. In addition to the VA�s onboarding process, how long do you estimate it will take your company to fully onboard new staff to include administrative staff and clinical reviewers? Such actions to include orientation, training, credentialing, and other administrative start-up requirements. How many administrative staff does your company currently employ? If you participated in this BPA or contract, do you anticipate requiring more administrative staff to meet the requirement? Would the need for more administrative staff impact your decision whether or not to participate?
