- Description
- This is a presolicitation notice, provided to publicize the government's intent to solicit this requirement as an 8(a) competitive set-aside. Proposals are not requested at this time. A solicitation is anticipated for release on SAM.gov by related notice on or near 02/01/2024. (a) This is a single-award indefinite-delivery, indefinite-quantity (IDIQ) contract, as defined in Federal Acquisition Regulation (FAR) 16.504 (Indefinite-Quantity Contracts), awarded to an 8(a) small business concern. (b) The period of performance will consist of five years. The ordering period will including a base year and up to four one year ordering periods. However, the Contracting Officer may extend the effective period for an additional six (6) months in accordance with FAR clause 52.217-8 (Option to Extend Services). (c) This contract is for commercial items (i.e. services). (d) Specific tasks or work to be performed will be identified at the task order level. (e) The Government intends to utilize a labor hour, as defined in FAR 16.602, task orders to the maximum extent practicable. However, the Government reserves the right to issue task orders utilizing any of the contract types, or a combination thereof, authorized by FAR 12.207. (f) The Government IDIQ contract minimum is to be determined through the issuance of task order(s) within the IDIQ contract�s effective (i.e., ordering) period. (g) The Government IDIQ contract maximum capacity is estimated to be $15,000,000.00 USD, through the issuance of task order(s) within the IDIQ contract�s effective (i.e., ordering) period, including any extension(s) and any quantity or combination of supplies and services not exceeding the estimated IDIQ maximum. (h) Background: The Department of State (DoS), Bureau of Global Talent Management (GTM) has undertaken a strategic initiative to develop and modernize it� its information systems and move to an open systems environment. This initiative has established the foundation for a modernized systems environment referred to as the Integrated Personnel Management System (IPMS). IPMS provides the Bureau�s technical infrastructure that unifies disparate hardware platforms; eliminates redundant processes, duplicate data entry, and storage systems; and updates business applications in compliance with requirements needed to support the Department�s ability to cultivate a highly effective, flexible, diverse workforce. This program provides the Department and other federal agencies represented abroad to carry out its mission through effective utilization of its human resources, information assets, and cost-effective, well-maintained infrastructure and operations (formally referred to as Diplomatic Readiness). (i) General Scope Summary: The Department of State (DoS), Bureau of Global Talent Management Executive Office (GTM/EX), is seeking to obtain an experienced and qualified Contractor to provide the following support services: Information Assurance Information Technology (IT) Security Network Monitoring Program Management Support IT Infrastructure and Application Architecture System Administration Business Analysis The Bureau of Global Talent Management�s Executive Office (GTM/EX) is responsible for the development and follow-on maintenance of IPMS, including new technology in support of the Department�s global talent management requirements, as well as database administration, operations help desk, and network infrastructure. The Bureau provides technical support to multiple Department locations and posts worldwide, with a total population of approximately 32,000 American direct-hire employees and 47,000 locally employed (LE) staff and others under Chief of Mission (COM) authority.�
