Description
Sources Sought: Great Smoky Mountains NP, Emergency Rockslide Calls and Debris Removal and Slide Scaling Activities. Description: This project is for ""CALL"" when needed slide debris removal along Park roadways. The work is located in Great Smoky Mountains National Park. The park covers the following counties: Blount, Sevier, and Cocke Counties, Tennessee. This is a Sources Sought (SS) / Request for Information (RFI). This is not a pre-solicitation or solicitation or Request for Proposal (RFP) and is not to be construed as any commitment by the Government. This notice does not obligate the Government to award a contract and or pay for any bid and/or proposal preparation costs. The Government will not accept proposals at this time. This notice is not an offer by the Government to enter into a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Response is strictly voluntary; however, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. Purpose of this notice is for determining if there are currently two (2) or more businesses that are currently capable of providing these services that fall into one or more small business categories (Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business (VOSB), Women Owned Small Business, Small Disadvantaged Business, HUBZone and Small Businesses. Indian Economic Enterprise, Indian Small Business Economic Enterprise (ISBEE)) or whether full and open competition procedures should be utilized. Contractor must identify to the contracting officer their interest and capability to satisfy the Government's requirement by closing date listed. Responses will allow the Government to conduct an initial review of market capabilities in support of requirements identified below. The applicable Classification Code for this requirement is Z2QA REP/ALTER- RESTORATION OF REAL PROPERTY CHG. The applicable NAICS Code for this requirement is 238910 Site Preparation Contractors. Submission Details: All interested parties are encouraged to submit a response to this SS/RFI announcement. Responses should address the following questions: 1. Company name, UEI, cage code, address, point of contact, phone number, and email address. 2. Identification of whether the company is currently designated as a Small Business as defined in FAR Part 19.1 3. Company description of relevant capability and experience to provide the identified item. A brief history of the organization. 4. Company's potential teammates/subcontractors (if required to ensure success). The Government encourages you to submit any additional comments or suggestions that you would like to share. Response Deadline and Inquiries: Responses to this RFI must be submitted no later than January 16, 2024, at NOON pm ES. Submissions will be accepted as an email attachment only and shall be submitted with ""Sources Sought: Great Smoky Mountains NP, Emergency Rockslide Calls and Debris Removal"" in the subject line. Any inquiries regarding this RFI should be directed in writing via email to Geraldine Larsen, Contract Specialist, geraldine_larsen@nps.gov Scope of Services: General Description of work: Great Smoky Mountains National Park encompasses 814 square miles, making it one of the largest protected areas in the eastern United States. The two main park entrances located on the TN side of the Park are at the towns of Gatlinburg, Tennessee, and Townsend, Tennessee. The general scope of work includes removing slide debris from Park roads and developed areas to eliminate hazards to the public and staff of the park. Work shall be accomplished adjacent to the park facilities including roads, parking areas, overlooks, and pull offs throughout the park. Contractor once contacted by Park with slide location and size up will be asked to respond with one of three previously bid on mobilization response times. This will be either 2 hours or less to be on site with the requested equipment and personnel, 2-4 hours to be on site with the requested equipment and personnel, or 4-8 hours to be on site with the requested equipment and personnel. Response time will be based on impacts to surrounding communities and Park visitors and timing of slide occurrence. One example of a quick response time to slide events will be on the section of parkway # 441 four-lane road locally referred to as the �spur� that travels from Pigeon Forge to Gatlinburg. The Park's goal is to reopen blocked Park roads quickly and safely for the public visiting the Park and the surrounding communities as several of our park roadways are used as the emergency access to hospitals for medical treatment. The impacts can quickly become significant, and our expectation is for selected contractor to work with us to accomplish our goals. Past Slide Events: On average over the last 5 years, we averaged 2-5 slide events a year that required these services. Most of our slide events are a result of heavy rain events as well as freeze/thaw cycle events. They can happen year-round, yet we seem to have more frequent events in later winter and/or with heavy rain events and/or tropical systems later in the summer and into fall. Most slides are of the size that once equipment/operators are mobilized to site, they can be cleaned up/scaled/cleaned up and reopened within one operational period or less. We estimate that the slides over the last 5 years that needed this type of additional help from outside contractors produced between 25CY on the small side to 350 CY on the large side and all sizes in between. These slides contain rock, soil and trees. Slide Debris Removal Removal all slide materials from road, road ditch/drainage structures and road prism and remove those materials from Park (unless directed by COR to an in-Park disposal site) to eliminate roadway and road way prism hazards to the public and Park personnel. For the purposes of this contract, slide debris will be defined as follows: Slide debris is defined as any rock, soil, vegetation and/or trees that are in the roadway or adjacent to the roadway and/or any debris that is in the ditch/drainage structures, and/or any debris that is in the road prism, and/or any debris that is in threat of moving into these areas described. All slide debris should be loaded into trucks and hauled away and legally disposed of off Park property unless the park COR identifies an alternative drop site in the Park. This could happen for several reasons. The Park may need/want the materials for a needed project and/or the Park may decide for efficiency/urgency of ongoing road closure to have shorter haul times to move the removal project faster. Slide Scaling Activities and Removal Slide scaling activities will be at the direction of the COR Park official on site. These activities take place when slide event has left some ""hanging"" debris above the roadway that could slide down in very near future if not removed. This material once scaled is treated like other slide debris. Removal all slide materials from road, road ditch/drainage structures and road prism and remove those materials from Park (unless directed by COR to an in-Park disposal site) to eliminate roadway and roadway prism hazards to the public and Park personnel. For the purposes of this contract, slide debris will be defined as follows: Slide debris is defined as any rock, soil, vegetation and/or trees that are in the roadway or adjacent to the roadway and/or any debris that is in the ditch/drainage structures, and/or any debris that is in the road prism, and/or any debris that is in threat of moving into these areas described. All slide debris should be loaded into trucks and hauled away. FUNDING LIMITATIONS The Government obligation for performance of this contract is contingent upon the availability of funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond the amount that has been authorized through the issuance of written contracts. The Government may award a contract for the Proposal Schedule, for the Proposal Schedule and any Options, or for the Proposal Schedule and any combination of Options up to and including all Options. All work shall be performed under a single contract. ""CALL"" activities and scaling activities shall be award on a as need basses. Minimum award amount: $10.000.00, maximum $100,000.00 (NTE). Responses provided over the phone will not be accepted by the Contracting Officer. Late responses will not be accepted.
