This is a SOURCES SOUGHT SYNOPSIS and is for informational / market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for small business or other socio-economic programs. NAICS Code: 513210 Software Publisher Small Business Size Standard: $47.0M PSC/FSC: 7A21 IT and Telecom Business Application Software (Perpetual License Software) GENERAL INFORMATION: The Department of Veterans Affairs intends to procure services for license for a subscription to MedBridge, a multi-product rehabilitation professional platform. See the attached Statement of Work below. INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT SYNOPSIS: Any vendor interested and capable of meeting this requirement should provide a written statement to the Contracting Officer. Vendor response must include at a minimum: Point of Contact Business size Short Description of Capabilities VetCert certification (if applicable) SAM registration (https://sam.gov) Unique Entity ID (UEI#) Any response to this notice must show clear and convincing evidence of the Vendor s capability of meeting this requirement. Please note, responses will be shared within the Government and project team, but otherwise will be held in strict confidence. Interested firms shall respond to this synopsis no later than 12:00 PM Pacific Standard Time on 1/23/24. All responses shall be submitted electronically to sangmi.kim@va.gov. STATEMENT OF WORK A. General Information Introduction The Alaska VA Healthcare System (AVAHS) rehabilitation professionals (recreational therapy, kinesiotherapists, physical therapists, occupational therapist, and their assistants) require a license for a subscription to a multi-product rehabilitation professional platform. This subscription will be accessible to VA rehabilitation service clinicians and clinical assistants for use across the AVAHS and all affiliated community-based outpatient clinics (CBOCs) which includes offsite/remote and mobile access. This platform shall provide evidence-based course material including rehabilitation courses, occupational courses, and home exercise programs. It shall be the access point for continuing education, live webinars, certification preparation, compliance, and patient education resources including videos and handouts. Services will provide the AVAHS recreational therapists, physical therapists and, occupational therapists with information to directly support patient care in the rehabilitation realm. Objectives Establish a facility wide online platform to support the specialists that make up the Rehabilitation Service within AVAHS facility. Specifically, for their: clinical, educational and compliance material for staff looking to become certification ready with access to course material both remotely and mobile app accessible patient education and home exercise interactive material, with mobile device applications through the product s patient app to better assist the Veteran in his/her rehabilitation process by driving patient engagement Providing facility access to a rehabilitation oriented clinical course library of material that supports rehabilitation specialists (physical therapists, occupational therapists, et al.) and which will benefit rehabilitation patients with current and best practices. Scope of Work: The Rehabilitation Service Department requires user licenses for approximately 10 staff with the ability to provide or offer a home exercise program (HEP) to their patients. The chief or designated supervisor of the rehabilitation department at AVAHS site will determine who receives access to the resource. Personnel name changes within the service shall be permitted during the subscription, including as staff leave and replacement staff come on board. However, the number of staff licensed to access the resource can only be increased and/or decreased with approval by both the vendor and VA contracting officer. Location Number of licenses* (includes onsite main station and at CBOCs**) AVAHS 5 PT licenses; 3 PTA/OTA licenses; 1 OT licenses; 1 Speech therapy licenses *Current number of licenses; however, licenses as well as participating AVAHS facilities/corresponding CBOC s may be added or removed through the life of the contract. **Community Based Outpatient Clinic(s) The vendor will provide AVAHS employees with access to a single, online web-based rehabilitation resource product. The resource provided by the vendor, will allow remote/mobile access for staff from VA mobile devices or the staff s personal devices with internet access. Product/Information Scope: This will be a AVAHS subscription to rehabilitation, point of care, online database of rehabilitation continuing education, live webinars, certification preparation, compliance, and patient engagement content. Plus, associated manual therapy techniques, graphs, tables, images, etc. that support the context of the written material. The mobile app for staff shall support the course library by making those rehab educational resources available to staff on the go. The app, once downloaded, shall be accessible with the same username and password used when accessing the product s dashboard from their VA desktop computer or laptop. There shall also be a patent mobile app which can be initiated by the provider through a text message, email or print which provides a unique HEP access code for the patient to be able to access the Home Exercise Program that the provider shares with them. The program should offer over 1,000 Physical Therapy educational courses and over 1000 Occupational Therapy educational courses with over 6,000 Home Exercise Programs in addition to other Patient education materials in the format of videos and handouts that can be shared with the patient. Product/Information Quality: Resources shall be accurate, authoritative, relevant, current, and respected by other disciplines within the primary aligned care team (PACT). Usability: Navigation within the resource shall be logical and easy, providing fast access to topics and subtopics. Tracking and bookmarking of where one has stopped in a course should be easily retrievable. There should be user friendly help and direction aids/tutorials. Access: Product/service should be 508 compliant. (http://www.section508.gov/) If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR If product is not 508 compliant then vendor must describe what steps are being done to make it 508 compliant. Access permitted via end user personal Username and Passwords. It is required that all authorized remote users (with VPN, dial-up, wireless, etc. access) have access to the product through any VA networked computer and/or Computerized Patient Network System (CPRS) and will require access with Username and Password. The product shall be compatible with most standard web browsers, which have cookies enabled. To improve privacy, the product should use session cookies rather than persistent cookies. The product shall be compatible with the Windows environment. The product should be accessible via a variety of mobile devices including but not limited to smart phones, tablets, and iPads. Usage statistics shall be available to the system administrator at the facility level. Availability of usage statistics on an automated monthly schedule is highly desirable. Support: All site content and support of the web site is the responsibility of the contractor. This includes tech support to facility users. System downtime should be minimal. The VA project manager and the Contracting Officer s Representative (COR) shall be notified when downtime occurs. Contractor shall provide a single point of contact for customer service issues. Questions shall be addressed on the same business day or within 24 hours. Training: The contractor should offer training services on an as-requested basis. Training (web-based or live) should include product functions, features, and new features. Specialized training sessions may be requested for Facility Staff collecting product usage data.
