Description
DLA Aviation Philadelphia is urgently synopsizing and issuing a request for proposal for the following requirement in support of the V-22 COI: This requirement will be for a cost-plus fixed fee (CPFF) contract with a period of performance for six months from the date of award. The immediate and urgent requirement is due to the grounding of the entire fleet of V-22 Ospreys due to the fatal crash in Japan on the Air Force CV-22.�The current effort is with the Bell Boeing Joint Project Office (JPO) under the Bell Boeing Captains of Industry (COI) contract. �This requirement is in addition to the existing Engineering and Logistics Sustainment support (ELS) portion of the COI under SPRPA1-24-D-9001. The Government is requesting additional work scope of this effort to assist the Air Force Safety Board and Fleet Support Team in the investigation through reach back support for drawings, Engineering Investigations, Logistics support and travel CONUS as required. The intent is to fund this effort for six months with ten (10) Full Time Equivalents (FTE) of Engineering support and two (2) FTE of Logistics support. Each company is to provide five (5) FTE of Engineering support and one (1) FTE of Logistics support. Once an Engineering Investigation is funded and opened, it shall be supported until completion in the event root cause is not identified prior to the six month period of performance on this CLIN. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.3021 and will be awarded against COI SPRPA1-17-D-009U. The Bell Boeing Joint Project Office is the original equipment manufacturer (OEM) of these items with design control, authorization, and documentation to manufacture. The Bell Boeing Joint Project Office (JPO) is a joint venture of Bell Helicopter Textron, Inc. (BHTI) and The Boeing Company and is considered a separate business entity from both parent companies.� The Government does not possess (or cannot provide) the data necessary to perform all of the required services to support the V-22 aircraft. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. Sources that are not approved must obtain source approval from the Government. Please note if the evaluation of source approval requirements precludes the ability to obtain subject support in time to meet Government requirements, award of the subject requirement may continue based on support needs. The Government reserves the right to add to, delete, or change any of the functions under this synopsis.
