Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this source sought notice must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below. The Department of Veterans Affairs Network Contracting Office 22 is seeking a contractor to provide AudioCARE TM Base & TM Cancel software or Equal for San Diego VA Medical Center, Health Administration Service Department. The prospective contractor must be able to provide items meeting following characteristics: General Requirements: All components of software including implementation of technology with existing VA system must be Approved and/or Approved w/Constraints by VA Office of Information Technology administration support team or Project Development Team and referenced in VA TRM. Software/Technologies must be operated and maintained in accordance with Federal and Department security and privacy policies and guidelines. Specific Requirements: ACS TM Base Must work with Windows 10 and later versions. Must use an InterSystems Enterprise Cache Protocol (ECP) to connect to the Veterans Health Information Systems and Technology Architecture (VistA). The information written to Cache or Intuitive Reliable Interoperative Scalable (IRIS) for Health are needed in order to create reports which contain information gathered from the associated add-on modules. All Personally Identifiable Information (PII) and Protected Health Information (PHI) used during the texting process is retrieved from VistA and stored in a temporary file within the AudioCARE platform. System must notify patients via text messaging when one or more prescriptions are ready for pick up at the pharmacy. System must constantly and continuously check VA VistA for prescriptions being released and send text messages to the patients based on their cell phone numbers on record in VA VistA. Before sending the text messages, filter any patients that should not be notified due to specific hospital business rules, insufficient data, practice exclusion, and if patients previously opted out of receiving text messaging through the system. Must allow additional information to be manually added. Must allow patients to opt-out by replying ""STOP."" Text messaging notifications must be sent during site-specific designated hours to work in conjunction with the hospital's open hours. Must have the option to Include/exclude specific locations. Must generate detailed transaction reports on each text sent and the delivery success or failure. Must generate reports such as statistical and event logs. The contractor must provide VA OI&T-approved product or be able to be approved within five days of award. The application must remain patched and operated in accordance with Federal and Department security policies and guidelines in order to mitigate known and future security vulnerabilities. Database management must use Federal Information Processing Standards (FIPS) 140-2 compliant encryption to protect the confidentiality and integrity of VA information at rest at the application level per the May 5th, 2015, memorandum from the VA Chief Information Security Officer (CISO) FIPS 140-2 Validate Full Disk Encryption (FOE) for Data at Rest in Database Management Systems (DBMS) and in accordance with Federal requirements and VA policy. TM Cancel Must work with Windows 10 and later versions. Must inform patients when an upcoming appointment has been cancelled via text message to the patient using a Short Message Service (SMS) aggregator rather than using the VA facility Private Branch Exchange (PBX). Must work with VA VistA. Must use an InterSystems Enterprise Cache Protocol (ECP) to connect to the Veterans Health Information Systems and Technology Architecture (VistA) to access patient data to identify the criteria necessary to send a text message to a certain patient. All Personally Identifiable Information (PII) and Protected Health Information (PHI) used during the messaging process is retrieved from VistA and stored in the Cache database or Intuitive Reliable Interoperative Scalable (IRIS) for Health in order to create reports which detail the messages that have been sent, whom they were sent to, and the patient`s response to either confirm or reschedule the appointment. Must remain patched and operated in accordance with Federal and Department security policies and guidelines in order to mitigate known and future security vulnerabilities. Database management must use Federal Information Processing Standards (FIPS) 140-2 compliant encryption to protect the confidentiality and integrity of VA information at rest at the application level per the May 5th, 2015, memorandum from the VA Chief Information Security Officer (CISO) FIPS 140-2 Validate Full Disk Encryption (FOE) for Data at Rest in Database Management Systems (DBMS) and in accordance with Federal requirements and VA policy. If you are interested and are capable of providing the required supply(s) please provide the following information. (1) Company Name, Address, Point of Contact (2) Size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc. (3) Is your company considered small under the NAICS code 513210? (4) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with any other federal contract? If so, please provide the contract type and number. (5) If you are an FSS GSA/NAC or other federal contract holder, are the referenced items/solutions available on your schedule/contract? (6) Must provide general pricing for your products/solutions for market research purposes. The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources-sought announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Businesses. However, if there are insufficient Service-Disabled Veteran Owned Small Business responses, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 513210 ($41.5 Million). Responses to this notice shall be submitted via email to sam.choo@va.gov. Telephone responses will not be accepted. Responses must be received no later than Thursday, 01/18/2022 10:00 AM PT. After review of the responses to this source sought announcement, a solicitation may be published on the beta.sam.gov or GSA eBuy websites. Responses to this sources sought announcement will not be considered adequate responses to the solicitation. All interested offerors must respond to the solicitation in addition to responding to this sources sought announcement. Prospective bidders must be authorized re-sellers in order to participate in the solicitation process. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at www.vip.vetbiz.gov.
