- Sources Sought Notice Sources Sought Notice Page 10 of 10 Sources Sought Notice Sources Sought Notice Page 1 of 10 DESCRIPTION This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products and/or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter negotiations to award a contract. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to otherwise pay for the information submitted in response to this Sources Sought Notice. The submission of pricing, capabilities for planning purposes, and other market information is highly encouraged and allowed under this Sources Sought Notice in accordance with [IAW] FAR Part 15.201 [e]. The purpose of this Sources Sought Notice announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses [SDVOSB], Veteran Owned Small Businesses [VOSB], Women Owned Small Businesses [WOSB], 8 [a], Certified HUBZone Small Businesses and other Small Businesses interested and capable of providing the products and/or services described below. Interested and capable firms are requested to provide the following data/information to the attention of the Contract Specialist identified herein. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. All responders to this Sources Sought Notice understand, by submitting this written statement, they are certifying they can meet ALL criteria. Requirement: Department of Veterans Affairs [VA], Institute for Learning Education [ILEAD], intends to procure Quantum Vaulting Software. Please see attached Product Description for more specific detail. The proposed qualifying North American Industry Classification System Code [NAICS Code] for this effort is 541549 Other Computer Related Services and the 2022 SBA Size Standard of $34.5 M. Important Information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to an acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Service-Disabled Veteran Owned Small Business firms is anticipated based on the Veterans Administration [VA] requirement with Public Law 109-461, Section 8127 Veterans Benefit Act. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be used. Affirmative responses to this notice shall be submitted via email to Wayne Klotzbach at wayne.klotzbach@va.gov. Telephone responses will not be accepted. Responses to this sources sought notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. DEPARTMENT OF VETERANS AFFAIRS INSITUTE FOR LEARNING, EDUCATION AND DEVELOPMENT (ILEAD) St. Louis (STL) Quantum Vaulting Version 1.0 Dated 09/20/23 Background: The Department of Veterans Affairs (VA), Institute for Learning, Education and Development (ILEAD) has a media facility in St. Louis, MO. This facility supports media production and postproduction. In 2020 this facility upgraded the Xendata Linear Tape-Open (LTO) LTO 6 library to the Quantum LTO 8 library. this was needed because LTO 6 was no longer being supported in the LTO tape technology progression. The St. Louis Quantum LTO 8 library was installed with 100 tape slots. Presently the library is getting close to having no blank media available in the library for archiving. Due to no more available tape slots for blank tapes. The Quantum LTO 8 library is tightly integrated with the Avid media asset management (MAM) system. this integration supports MAM archiving to the LTO library and also partial and full archive restores of all MAM files on the LTO tapes in the LTO library. But when the library tapes are all full, some will have to be taken out to support new archives on new tapes. But the MAM can only restore files on tapes that are physically in the library. To solve this issue of tracking/managing tapes outside of the library, Quantum has Vaulting software to perform that task. The Vaulting operation will also be tightly integrated with Avid MAM. So, when a MAM end user request to restore an archived file that is no longer in the library but on the shelf. the Vaulting software will alert the MAM that tape with the requested file for restore needs to be reentered into the library, so the file can be restored to the MAM. Without this Vaulting software, ILEAD would have to continuously expand the tape slots of the LTO 8 library to accommodate new MAM archiving needs. This is the best and most economical solution for this workflow issue for keeping all archive files managed without costly infrastructure upgrades and still have access to the LTO tapes on the shelf. Needed for the St. Louis LTO library to support managing full LTO 8 tapes that have been exited from the library. Deliverable(s): All Quantum Vaulting software and full integration with the St. louis Quantum LTO 8 library. Place of Delivery and/or Installation: The Quantum Vaulting software, including professional services , shall be delivered to ILEAD 1 Jefferson Barracks Drive, Building 56, St. Louis, MO. 63125 Observance of Government Holidays. There are 11 Federal holidays set by law (USC Title 5 Section 6103). Under current definitions, four are set by date: New Year's Day January 1 Juneteenth National Independence Day June 19 Independence Day July 4 Veterans Day November 11 Christmas Day December 25 If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday.
