- Description
- This is a pre-solicitation notice that Library of Congress, FEDLINK, intends to issue a solicitation resulting in multiple indefinite delivery, indefinite quantity (IDIQ) contracts for preservation services. The contract period will be for one base year period with four one-year options. �Only the Library of Congress Contracting Officers may place orders against any resultant contracts. Place of performance will be determined at the task order level. Federal agencies hold general and special collections of books, manuscripts, documents, photographs, maps, architectural drawings, audio-visual materials, � graphic, and other materials. �These are the intellectual and cultural heritage assets of the United States. �Many of these materials requiring preservation vary widely in date of origin, composition, and condition. �Successful preservation of the materials requires outsourcing to well-trained, experienced professionals with specialized skills, facilities, and equipment. The solicitation is expected to be divided into six lots, described below. Contractors may offer services under any or all Lots or parts of Lots. Lot 1 � Imaging Services � Still Image Materials Image capture of still image materials. �This Lot also includes preservation microfilming. Lot 2 � Digital Transfer Services � Audio-visual Materials Digital transfer of audio-visual materials.� Lot 3 � Digital Archiving and Web Harvesting Services Solutions for 1) Preservation of and access to digital assets and 2) Harvesting content on the Internet. � Lot 4 � Conservation Services Treatments, products, and services to preserve library and archival materials. � Lot 5 � Preservation Consultation and Training Preservation-related educational and expert consultation services. �Services offered may include but are not limited to:� (a) Consultation on preservation-related topics (b)�� �Workshops, seminars, and certificate programs on preservation-related topics (c)�� �Emergency planning and disaster response and recovery assistance (d)�� �Preservation needs assessment surveys, facilities assessments, collection surveys, and item-by-item surveys Lot 6 � Digital Forensics and Transfer Preservation-related digital forensics to analyze, identify, report, copy, and transfer data stored electronically.� The solicitation is anticipated to be available on or about January 30, 2024. The due date for receipt of proposals will be stated in the solicitation. The solicitation will be available for download through the System for Award Management (SAM) website (www.sam.gov). Offerors are responsible for downloading the solicitation and for monitoring SAM for amendments or additional information. All government contractors must be registered in the System for Award Management (SAM) prior to receiving an award.� Any questions regarding this notification should be directed to the Contracting Officer whose name appears herein.
