Description
The Federal Aviation Administration (FAA) requires Site Preparation in Support of Customs and Border Protection (CBP) Remote Video Surveillance System Upgrade (RVSS-U) near Rio Grande City (RGC), TX as detailed in the attached draft Statement of Work and drawings. The purpose of this market survey is to solicit statements of interest and capabilities from interested vendors in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. Responses to this announcement will be used by the FAA in choosing the method and type of procurement competition to be used to fulfill this requirement. Currently, The FAA anticipates releasing a Screening Information Request (SIR) within the next 30 days in pursuit of� awarding a single Firm Fixed Price (FFP) contract to the offeror whose proposal represents the Lowest Price, Technically Acceptable (LPTA) award procedures. North American Industry Classification System (NAICS) code 238990 All Other Specialty Trade Contractors, size standard $19,000,000.00, applies to this requirement. The nature of the competition and procurement method that will be conducted for this requirement has not yet been determined. The FAA will review the responses to this Market Survey and will make acquisition planning decisions based on market survey responses and the FAA�s needs. The FAA may decide to conduct a full-and-open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA�s 8(a) Program. THIS IS NOT A REQUEST FOR PROPOSALS OF ANY KIND; HOWEVER, IF INTERESTED IN SUBMITTING A PROPOSAL FOR THIS WORK, PLEASE MAKE YOUR COMPANY�S INTEREST KNOWN TO THE FAA BY RESPONDING TO THIS ANNOUNCEMENT. To aid the FAA in moving this requirement forward to solicitation as soon as possible, please provide a response to the POC of this announcement that contains the following information: General Capability Statement - This document is limited to not more than six (6) pages, in Times New Roman, size 12 pt. font, and must identify: Type of services provided by your firm; Size and type of services provided by previous contracts (Please indicate if your company has recent and relevant experience); Number of years in business. Specific Capability Statement � ability and interest to provide all aspects of the site preparation in accordance with the attached draft SOW and attachments. Please also address the following: Any questions, concerns, or perceived challenges with the FAA�s stated draft requirement and/or specification in this announcement. Please specify if your company has the capability to submit cost/price information using RSMeans format/product. Response shall also provide a point of contact number and name (either by phone, email or both) for questions. A copy of the vendor's SBA 8(a) Certification Letter, if applicable or Certification of SDVOSB eligibility, if applicable. A Rough Order of Magnitude (ROM), or a ballpark estimate, for FAA budgetary planning purposes only. *Proof of Entity Registration in the System for Award Management (https://SAM.gov) *Per the FAA Acquisition Management System (AMS), clause 3.3.1-33 System for Award Management (SAM), paragraph (b)(1) �By submission of an offer, the offeror acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.� This is not a screening information request or request for proposal of any kind.� The FAA is not seeking or accepting proposals at this time. The responses will be used to develop appropriate procurement strategy this requirement. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.� Therefore, any cost associated with the market survey submission is solely at the interested vendor�s expense.
