Description
This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The purpose of this notice is to obtain the following information: The availability and capability of qualified resources; Whether they are a small or large business relative to their size classification under the North American Industry Classification System (NAICS) Code for the proposed acquisition 333310 -Commercial and Service Industry Machinery Manufacturing with a small business size standard of 1,000 employees. Requirement Description: The Great Lakes-St. Lawrence Seaway Development Corporation seeks to establish a no-cost contract for the provision and operation of vending machines on federal property. The contracted vendor will be responsible for the installation, stocking, maintenance, and overall management of a series of vending machines. These machines are to be strategically placed within the premises to ensure accessibility and convenience for both employees and visitors. The selection of products offered should be diverse, catering to a range of preferences, and should be refreshed regularly to maintain interest and satisfaction. GLS is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Quebec. GLS�s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway which includes maintenance, repair and/or replacement of structures and facilities. Under the terms of this contract, the vendor must comply with all applicable federal guidelines and regulations, including those stipulated by the Randolph-Sheppard Act. The selected vendor is therefore required to adhere to the provisions of this Act, ensuring a fair and equitable operation that aligns with its mandates. This includes, the appropriate sharing of vending machine income and other operational details as specified by the Act. The vendor's commitment to these provisions will be a critical factor in the evaluation and selection process. The operational framework of the vending services must be robust and responsive. This includes ensuring that all vending machines are equipped with modern, user-friendly payment systems that accept both cash and electronic payments, such as credit cards. The vendor must provide regular and detailed reporting on sales, maintenance issues, and stock levels. They are expected to respond promptly to any service needs or concerns raised by the Corporation or its patrons. The priority throughout this contract is to provide a high-quality, reliable vending service that meets the needs of the Great Lakes-St. Lawrence Seaway Development Corporation while upholding the values and requirements of the federal government, including adherence to the Randolph-Sheppard Act. Submission: Interested firms shall submit the following: Name of Company; Company Address; Point of Contact, with Name, Phone Number and Email; NAICS Code, Unique Entity Identification Number (UEI), CAGE Code, and Socio-Economic Size Status (Large/Small Business/HubZone/8(a)/Woman Owned Small Business/Service Disabled Veteran Owned Small Business/etc.) Provide a capability statement that lists three projects similar in scope, completed in the last 3 years. These projects may involve vending services provided on and/or off federal property. Brief descriptions of the relevant projects shall be provided along with contact references for each project.� (Not to exceed 3 pages) Respond via e-mail to purchasing@dot.gov. The email subject line must contain�Vending Equipment and Services Sources Sought 6923G524SS0005. Verbal questions will not be accepted and GLS will respond to written questions at its discretion. All communications must be sent via email to purchasing@dot.gov. Respondents to this notice should not anticipate feedback with regards to their submission other than acknowledgement of receipt. GLS reserves the right to review late submissions but makes no guarantee that they will be reviewed. Results of this Notice will not be provided.
