Description
Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, NCO 10 intends to negotiate a sole source order under FAR Part 13. The VA Medical Center Fire Department in Battle Creek, MI requires an order for a Rescue Spreader, Rescue Cutter, RAM, with RAM base in accordance with FAR 13. The purchase will include the following items: ES-100-32-18V SPEADER EBFC-320-18V CUTTER ER-40 RAM 18V STRMRAMBASE-EXT TNT Rescue Tools have the highest spreading force at 201,924 LBF. This increased force is needed when responding to unknown variables at casualties. Having tools with more force allows for quick rescues, and ample power to act in any situation. These products are unique in that they are capable of using three different widely available batteries for their power source. Being able to use/replace these different batteries is extremely cost effective (these batteries are all under $200.00). As these are readily available, it allows for easy procurement in times of need. The manufacturer, TNT Rescue, provides a forever warranty on their products. This translates to being offered as long as the VA owns these tools they will be repaired or replaced at no cost. Having this warranty provides the VA with exponential cost savings as these products will not need to be replaced or repurchased. TNT Rescue only sells their products through distributors. R&R Truck Repair is the sole provider in Michigan for products sales and service. Having these tools will greatly increase the readiness and effective response efforts of the VAMC Battle Creek Fire Department, as they are the only full timed manned Fire Department in the area. The VAMC Battle Creek currently has Mutual Aid Agreements with four neighboring volunteer fire departments for emergency response. The associated NAICS code for this procurement is 333991. The vendor will be R & R Fire Truck Repair, 751 Doheny, Northville, MI 48167. A firm fixed price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 5:00 pm on Friday, January 19, 2024.
