- Description
- The 72 Air Base Wing Civil Engineering Directorate located at Tinker Air Force Base (TAFB), Oklahoma intends to issue an Invitation for Bids to award a single firm-fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to perform and complete the Life Safety Corrective Maintenance Program at TAFB.� The program consists of Inspection & Repairs to multiple docks in multiple hangar facilities: (a) The Contractor shall visually inspect all threaded rods associated with light fixtures, electric conduits, all piping, ductwork, and HVAC units, suspends from structure above in each dock. (b) The Contractor shall secure all loose threaded rods shall tighten and secured with a locknut. Upon completion of work, each tighten locknut shall be spray painted with white. (c) Contractor shall electronically provide a daily report by date and location to the Government detailing the number of rods which were loose, how many rods were tightened with lock- nuts, and what the threaded rod was supporting. The anticipated contract duration will be approximately 365 calendar days after notice to proceed to include inspection and punch list. It is anticipated that a competitive price contract shall be awarded as a result of this synopsis/solicitation if funding resources are available. �All qualified sources may submit a quotation, (vendor must have an active registration in SAM.Gov prior to award and be an authorized distributor of the OEM) which if timely received, shall be considered by this agency, a work plan or overall approach, capabilities statement, and a listing of projects completed during the past five (5) years for both Government and private industry. The list should provide the type of project, dollar value, contract number, location, and point of contact. Also, please indicate whether the firm was a prime or subcontractor�if the firm was a subcontractor, please provide a point of contact with the prime contractor, a brief outline of resources, subcontractors, and a demonstration of the firm�s socioeconomic status (i.e., SB, 8(a), HUBZone, EDWOSB, WOSB, SDVOSB, etc.), and size. The solicitation and any technical and/or engineering data for this solicitation will be distributed using the Contract Opportunities module of the SAM website.� Interested offerors must be registered in the System for Award Management (SAM) website (www.sam.gov).� Once posted, the solicitation's technical/engineering data may be locked/secured and would require bidders to request explicit access to the solicitation from the contracting office.� Bidders would also request the data via export-controlled access through the Defense Logistics Agency.� Complete instructions (to include training) are available through the SAM website.� The TAFB Government Point of Contact can provide technical assistance with the site and/or site visits. Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), Limitations on Subcontracting, which states, �by submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor�s 85 percent subcontract amount that cannot be exceeded�.
