- RFI Answers 1. Is this a Service Contract , as defined in VAAR 852.219-75, subsection (1)(i), requiring that no more than 50% of the contract amount shall be paid to a non-SDVOSB subcontractor? (i) Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-73 or VOSBs as set forth in 852.219-74. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6. This is not a service contract. Just to remove old compressor and install new one 2. Will the Buy American Act, FAR 52.225-1, be enforced for all medical gas equipment used on this project. (some medical gas manufacturers commonly spec d on VA projects do not meet current regulatory standards). I think if I m not mistaken that the government require buy American act 3. In accordance with VA directive 7515 Medical Gas and Vacuum Systems , please specify the ASSE credential(s) required for the performance of this contract: ASSE 6040 Systems Maintenance and/or ASSE 6010 Systems Installer (ASSE 6040 s can perform Inspections in accordance with the NFPA 99). This equipment is for Sterile processing. No patient use. 4. Can you provide pictures of the existing system? To include pictures of the existing valves and service valves in the vicinity? Yes, Pictures provided already in amendment 0001 of the solicitation. 5. Will the contractor be required to provide backfeed of the system? If so, will the facility determine if a temporary air compressor is needed or if the system can be back-fed using Medical Air Cylinders? There will be enough room to set up the new compressor then remove the old. 6. If a temporary air compressor is needed, is there an auxiliary tie-in point for this system? NO 7. Will a new intake be required or can the existing air intake be used? There is no intake on the old compressor. Pulls air from the room. 8. Does the existing air compressor serve patient areas? Or is this system used only for cleaning instrumentation purposes? No patient use. Just used for sterilizer, cart washer, washer disinfectant. They also use to blow out parts and surgical equipment. 9. Is the existing air compressor installed with all working NFPA 99 required alarm points? Are the alarm points tied-in to at least two master alarm panels? The old compressor has local alarms. Nothing is tied in to the master alarm. 10. Is the existing air compressor located in a lower level or basement with limited accessibility? The compressor is located in the lower level with easy route to the room. 11. Is the existing air compressor located on a higher floor with limited accessibility? Would this require a crane for removal and installation? No lower level. 12. If this system is not in service for patient use, is it currently deemed as Instrument Air ? Or is it established as a compressed air system? I would call it instrument air. This will be used on cart washer, washer disinfectant. Sterilizer. They will also use this for blowing out surgical equipment. 13. Is the existing air compressor supplied with Emergency Power? yes this is on emergency power
