Description
Project Description GSA announces an opportunity for Design and Construction Excellence in public architecture for performance of Architectural Engineering Design and Construction services in accordance with GSA quality standards and requirements. As required by law, regulation or Executive Order, all facilities will meet performance targets and security requirements. The anticipated project is a new design-build (DB) bridging project of a new commercial port which includes construction of a Main Building, Commercial Primary Inspection Lanes, Commercial Inspection Building and Loading Docks, Vehicle Exit Booth, Kennel Building, Vault, Federal Motor Carrier Safety Administration (FMCSA) Facility, and Firearms Simulation Building, totaling approximately 180,000 gross square footage. The existing (RHC) LPOE in Douglas, Arizona, is a full-service, multi-modal port that inspects privately owned vehicles (POV), pedestrians (PED), and commercially owned vehicles (COV). The current facilities at the RHC LPOE no longer function adequately given the site constraints, steady increase in traffic, and outdated facilities and technologies. The New Douglas Commercial LPOE is to expand and modernize the existing RHC LPOE as a non-commercial facility. It is planned to be located 5 miles west of the existing RHC LPOE along the U.S. Mexico border on approximately 106 acres in Arizona. The project is located on a vacant site, therefore considered new construction.� Land to be assembled by the City of Douglas and donated to GSA. The DB�scope of work includes all management, supervision, labor, equipment, and materials required to provide design and construction services for the New Douglas Commercial LPOE project�pursuant to the Federal Acquisition Regulation (FAR) 36.3 Two-Phase Design-Build Selection Procedures and incorporating Art in Architecture Program, and Design - Construction - Operational Excellence policies and procedures. This project shall adhere to the GSA Design Excellence and Operational Excellence guidelines, the GSA PBS Facilities Standard for the Public Building Service (P100) 2021 with 2022 addendum, Building Information Modeling (BIM), and DHS CBP requirements and guidelines.� The LPOE will be designed to be net-zero carbon ready and achieve LEED Gold standards.� The resultant contract will be a firm fixed price. Design Phase services include but are not limited to all work necessary for the design of the project.� The DB Contractor must provide complete design services, including developing plans from final Concept Design through Construction Documents for all site work and building construction at the New Douglas Commercial LPOE. The DB Contractor must correct any deficiencies, code violations and instances of the design not conforming to the Contract documents.� The DB Contractor must review existing documentation provided by the GSA, including drawings, surveys, studies, and reports.� The DB Contractor must perform all site conditions investigation that is necessary to design, build and turn over the completed project. This includes reviewing and validating site conditions, performing geotechnical investigations, performing pre?alteration surveys, and performing other surveys. The DB Contractor must investigate and verify the accuracy of all drawings, calculations, reports including but not limited to geotechnical report, survey, bridging documents, and Government furnished information. The DB Contractor shall also develop, maintain, and update a construction work sequence plan, addressing, but not limited to construction phasing approach, preliminary construction schedule, constructability, and logistics issues as well as schedules for award of subcontract packages. Construction Phase services include, but are not limited to, all work and services necessary for construction of the project, project management, selection and procurement of all necessary subcontractors, coordination of regular construction meetings, critical path method (CPM) scheduling and schedule control, monitoring of construction costs, progress reporting, conducting and coordination of inspections and testing, coordination with external stakeholders such as City of Douglas, ADOT and Government of Mexico and all other required services necessary for a complete and sustainable building. The project is funded under the Bipartisan Infrastructure Law and Inflation Reduction Act.� Note In addition to the construction opportunity reflected herein, GSA is seeking suppliers and manufacturers that are interested in supplying low embodied carbon asphalt, concrete (and cement), glass and steel materials for the project. Suppliers and manufacturers of materials meeting GSA�s Inflation Reduction Act Low Embodied Carbon Material Requirements (attached) may submit an Expression of Interest to the contact below no later than February 15, 2024. Expressions of Interest should indicate materials available and global warming potential values reflected in materials� environmental product declarations. Submission of an expression of interest grants GSA your permission to publish your firm�s contact information and offerings for use by potential offerors on the construction requirement. Supplier and manufacturer contact information will be published in an informational amendment issued by GSA. By participating in the competition, offerors consent to GSA sharing their suppliers� names and the global warming potential values associated with suppliers� materials with the successful offeror. Technical solutions, supplier pricing, and supplier-offeror terms and conditions will not be shared, in accordance with the Procurement Integrity Act. Phase 1 Shortlist Notice Potential Offerors are hereby placed on notice that GSA will publicly announce the names of the Phase I ""short-list"" on SAM.gov. In Phase 1, GSA will select a short list of the most highly qualified offerors and request that those offerors submit Phase 2 proposals. All responsible sources may submit a Phase 1 proposal. A maximum of 3 firms will be selected to submit Phase 2 proposals. Only those selected offerors are authorized to submit Phase 2 proposals. Those offerors not selected for participation in Phase2 will be notified in accordance with FAR 15.503(a) GSA intends to award a contract to a single Offeror for all design and construction services. The procurement will be full and open to all businesses. Pre-proposal Meeting A virtual Pre-Proposal meeting will be held on Thursday, February 1, 2024 �at 11:00 AM PST.
