Description
The United States Department of the Treasury, Internal Revenue Service is conducting market research to determine available sources for recycling services. This is NOT a formal solicitation or request for proposal, proposal abstract, or quote.� The purpose of this notice is to obtain information from industry contractors regarding their interest and capabilities in providing recycling services in support of Treasury Operations, Main Treasury Building (MTB) and Freeman�s Bank Building (FBB) in Washington DC.� The North American Industry Classification System (NAICS) code for this request is 561210, Facilities Support Services. �The small business size is $47M by the SBA 2023 Size Standards. �Include whether or not you are a small business; 8(a) small business; HUB Zone small business; service-disabled veteran-owned or veteran-owned small business; women-owned or economically disadvantaged women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible.� If this information is not provided, the government may assume your company is a large business. GENERAL PURPOSE Purpose For the past 30 years the General Services Administration (GSA) Recycling Program has been the avenue in which the Department of the Treasury has received recycling services. �Under this program all recyclable items in the MTB and FBB building were collected. �As of August 31, 2023 the GSA Recycling Program ended.� As a result, the contract in which these services were covered have expired. �Consequently, the Department of the Treasury has a need to obtain its own recurring recycling contract for recycling services to be provided for MTB and FBB. Responses to this Sources Sought will help Department of Treasury and Office of Business Solutions Operations (OBSA) Procurement Office assess the marketplace for contractors capable of providing the required services.� 1.1 Acquisition Approach The U.S. Department of the Treasury anticipates awarding a Standalone Contract.� Results of this market research will assist both Department of Treasury and OBSA Procurement Office in determining an acquisition strategy of how to proceed. REQUIREMENTS 2.0 ���� Description of Information Requested OBSA is requesting information from contractors regarding the contractor�s capabilities in providing the aforementioned required recycling services in support of Treasury Operations. Provide company information, to include: Company name and address; Size of company (number of personnel, total revenue, ownership, parent corporation, etc.); Point(s) of contact including name, phone number, address, and email; length of time in business; Geographic presence; Company experience in providing recycling service.� Provide any additional pertinent information that will assist us in this assessment. Contract Number and value/capacity. Strategic Contract Number (i.e., GSA, IDIQ allowing decentralized ordering, etc.) INSTRUCTIONS AND RESPONSE GUIDELINES Responses to this Sources Sought Notice may be provided through a Capabilities statement which includes the information listed in 2.0 above.� This Sources Sought is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposal or award a contract.� The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted.� Contractor�s responding to this Sources Sought Notice should submit the information necessary for the Government to make a determination that the source is capable of satisfying the Government�s anticipated need. �The Government reserves the right to contact individual companies for additional information.� This notice does not obligate the Government to provide acknowledgment or receipt of all responses received resulting from this notice.� Should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this Sources Sought Notice or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.� Responses should be identified with RFI # 24PR-SSP-0013�and are due no later than January 30, 2024 at 2:00PM EST.� �All interested parties must submit their responses via email to: Nina Albritton, Contracting Officer via email at Nina.a.Albritton@irs.gov.� This Sources Sought Notice is for planning purposes only and does not commit the government to pay for the information requested, issue a solicitation, or award a contract.� No solicitation document exists at this time.
