- ***This is a request for interested parties only, this is NOT a request for proposals*** The U.S. General Services Administration (GSA), Great Lakes Region, is issuing a Sources Sought Announcement for Job Order Contracts (JOCs) in various cities across the region. This sources sought synopsis serves as a means of conducting market research to determine the interest, availability, and capability of Service Disabled Veteran Owned, 8(a), HUBZone, Woman Owned, and other Small Business concerns as described below.� GSA is considering utilization of Job Order Contracting (JOC) as a contracting method to procure minor construction repair and alteration services. GSA envisions awarding long term JOC contracts for various cities/building locations to qualified companies, so that the Agency can then leverage for project delivery the establishment of short term (single project) task orders. Typical work will include but will not be limited to: interior and exterior renovations, office space buildouts, heating, ventilation and air conditioning to include controls, electrical, mechanical, plumbing, fire suppression, fire and security systems, communications, sitework, millwork, landscaping, fencing, masonry, concrete, asphalt paving, storm drainage, asbestos and lead abatement, mold and limited soil remediation, and other related work. All work to be performed under the awarded IDIQ JOCs will be in accordance with individual task order requirements, including specifications and/or drawings provided for each project.� The type of JOC we envision is a competitively bid, fixed unit price and rate multiple-year, construction contract, wherein qualified companies agree to provide a broad range of services as mentioned above, based on pre-established unit prices and rates. Contract line items and unit prices would be defined by a construction unit price book (UPB) and a multiplier or coefficient applied to the reference unit prices. The reference lists/UPBs are often referred to as construction catalogs or automated cost databases, and most established UPBs have a city cost index to localize pricing. The multiplier or coefficient reflects overhead, profit, general and administrative costs, uncertainty in costs, etc. The resulting contract unit prices (i.e., reference list item prices x coefficient) are then used to price construction task orders that are within the scope of the JOC contract at each location. GSA is seeking to issue a separate single award for each location. It has not been determined whether a maximum number of single awards may be issued to the same firm for the various locations. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this sources sought notice/market research, this requirement may be set aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
