- The Department of Veterans Affairs, Network Contracting Office (NCO) 6 on behalf of Richmond VAMC is conducting Market Research through this sources sought notice to help determine the availability of qualified Businesses, capable of providing Gallium Doatatate 68 Radiopharmaceuticals supplies that meet the following requirements: Specific Tasks 1. The contractor must be able to Gallium Doatatate 68 used by the Nuclear Medicine Imaging Department during normal working hours and after-hours emergency studies as needed. Gallium Dotatate 68 shall be delivered to the department 30 minutes prior to calibration time. The radiopharmaceutical does have a short half-life (2hrs) in which, if the doses are delivered past the calibration, they may not be in an acceptable dose range to use. The radiopharmaceuticals will be delivered to the Nuclear Medicine Section, Room 1H160 of the Radiology Service. Normal working hours for the nuclear medicine service at RVAMC are Monday through Friday, 7:30 a.m. through 4:30 p.m. Services may be required after normal operating hours during the week, on weekends, and holidays for emergent patient care. The Contractor shall provide all resources necessary to accomplish the deliverables described. 2. Contractor and all sub-contractors shall be licensed or mutually partnered to receive orders and purchase from a contractor and all sub-contractors that is licensed by the Nuclear Regulatory Commission and be regularly established in the business of providing radiopharmaceuticals. The Contractor shall provide copies of licenses, certifications, and applicable supply partnering agreements along with the offer. The delivery order shall specify the item and quantity of the items delivered and the time of delivery. The contractor, sub-contractors, or mutually partnered contractors to receive radiopharmaceutical orders from a contractor shall be located within a 125-mile radius of the Richmond VA Medical Center. 3. Contractor shall provide 24-hour on-call services and will be required to provide needed services and radiopharmaceutical as soon as possible but within a one to two (1-2) hour time basis. 4. Contractor shall provide free delivery of all items to the Nuclear Medicine Department, 1201 Broad Rock Blvd, Richmond, VA, Room 1H160. Contractor shall include all radiopharmaceutical preparation and delivery services in the bid price of the individual radiopharmaceutical and not as a separate item. Qualifications of Offerors: Contractor must be regularly established in the business that is called for, must provide pharmacy license and who in the judgment of the Contracting Officer are financially responsible and able to show evidence of the reliability, ability, experience, equipment, facilities and personnel directly employed or supervised by them to render prompt and satisfactory service. All respondents shall indicate/provide the following: Whether or not they are small business manufacturers of the products they wish to offer, or if they are a reseller of a small business manufacturer. Is your company interested in providing a Federal Supply Schedule (FSS) quote or Open Market (indicate FSS contract #)? Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services under the same or a related NAICS codes. Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services that are registered under the same or a related NAICS code with the Center for Veterans Enterprise (CVE); Provide the certification type (SDVOSB/VOSB), Federal Identification Number, and state of incorporation for each. Whether or not your company has an active SAM registration and the companies Unique Entity Identifier. A copy of its capabilities statement. Failure to provide the above information may result in the potential offeror being considered incapable of meeting the VA s needs. If the contractor can provide the above items, the contractor shall provide a letter from the manufacturer stating they are an authorized distributor/licenser of their products. Failure to submit an authorized distributor letter shall result in the product(s) potentially offered to be considered grey market and shall not be considered technically acceptable. The capability statements received from this market research are for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research, and the Government will not entertain questions concerning this market research. The Government will not assume any costs incurred by the contractor in the preparation of responses.
