- This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under NAICS code 541715 should not submit a response to this notice. Background Clinical research is a significant National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) investment aimed at answering critical questions about a disease or disease process. As part of its research mission, the NIAMS supports clinical research on the cause, incidence, prevalence, prevention, and treatment of arthritis, musculoskeletal, and skin diseases and disorders. The NIAMS extramural clinical research portfolio is broad and covers a range of different types of studies, from small, short-term single-site studies to large, multi-site studies of complex interventions conducted domestically and internationally. These investigator-initiated studies are supported by grants and cooperative agreements and include research of diverse study design, clinical settings, interventions, size, and complexity. Studies conducted with human subjects, and particularly those using an intervention, require additional management and oversight to ensure research participants are not harmed and that the results achieved are valid and contribute to scientific knowledge and our understanding of disease.
