Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) and the Naval Undergraduate Flight Training Systems, PMA-273, located at Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award an indefinite-delivery, indefinite-quantity (IDIQ) contract with Textron Aviation Defense, 10511 E. Central, Wichita, KS 67206 for post-production engineering and integrated logistics support (ILS) for the AT-6E and the T-6A/B aircraft. The effort will include program management and engineering and logistical support analysis to meet the sustainment needs for the aircraft, aircraft subsystems, support equipment, ancillary equipment, emergent operational aircraft issues, modifications, repair and supply. It is anticipated that this will be a cost-plus-fixed-fee (CPFF), five (5) year IDIQ contract. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 3204(a)(1), as implimented by Federal Acquisition Regulation (FAR) Part 6.302-1, Only one responsible source and no other supplies or services will satisfy the requirement. Textron Aviation Defense is the Original Equipment Manufacturer (OEM) of the AT-6E and T-6A/B aircraft, and Textron Aviation Defense is the only known qualified, responsible source with the knowledge, expertise, and technical data required to successfully maintain these systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to fund the development or qualification of other sources to fulfill this requirement. However, interested parties may identify their interest and capability by responding to this requirement. Registration in the System for Award Management (SAM) The Government will consider all information received prior to the closing date of this synopsis. The Government will not pay for any information received. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. All inquiries and concerns shall be electronically submitted via email to the Contract Specialist, Ms. Casey Bacon at casey.a.bacon.civ@us.navy.mil, with copies to the Contracting Officer, Mr. Paul Campbell at paul.b.campbell4.civ@us.navy.mil, no later than 5:00PM ET on 8 February 2024.
