- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY � Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government and respondents will not be entitled to payment of direct or indirect cost incurred in responding to this RFI. Description The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Corporate Services Acquisition Division (CSAD), located in Silver Spring, MD, is conducting market research for the purposes of assessing the marketplace and to learn of any changes in market conditions that have the potential to advance the objectives for the NOAA. Responses to this RFI will assist the Government in developing and refining its requirements for the contract based on market trends and new technology. Background The National Coordination Office (NCO) is the permanent staff of the National Executive Committee for Space-Based Positioning, Navigation, and Timing (PNT).� It is responsible for collecting GPS-related information from multiple federal agencies to support the operations of the National Executive Committee, including interagency coordination, consensus development, and issue resolution. The office maintains the GPS.gov website as the central pillar of the U.S. GPS outreach campaign. It also develops and disseminates other GPS educational materials. The current website faces challenges related to outdated technology, limited user engagement, and issues with accessibility compliance. Purpose and Objectives NCO is seeking to gather insights, capabilities, and solutions available in the marketplace for the modernization of the GPS.gov website. The overall objectives are to: Improve user experience through an intuitive and accessible interface Upgrade the website�s technological infrastructure to ensure scalability and security Incorporate features to enhance engagement and accessibility for diverse user groups� The draft requirements document attached with this RFI is intended to open a formal communication channel between industry and the Government as well as to provide the Industry with insight to the requirements. The requirements document represents a draft framework that describes the scope of the requirements for this contract. The Government is open to Industry's input in defining the current requirements. Information Requested The Government welcomes industry comments, questions, and suggestions that will aid it in understanding industry capabilities and developing an acquisition strategy for the GPS.gov modernization. One of the principal outcomes of vendor/government engagement will be to ensure that alternate approaches that may reduce cost, schedule, and technical risk are considered in the procurement. The Government may, therefore, utilize the information provided to refine its acquisition strategy, prepare its acquisition plan and finalize the PWS. NOTE: The Office of Space Commerce utilizes Federally Funded Research and Development Center Contractors (The Aerospace Corporation) to assist in conducting market research. An RFI response submission will be shared with the FFRDC Contractors, unless the submission directs otherwise. Responses Interested vendors should respond in writing to the following topics: Describe the architecture you would implement for the redesigned GPS.gov. What content management system would you use. How would it be customized to meet contract requirements, and what level of ongoing maintenance is required to stay updated. GPS.gov is a portal for content sourced from multiple federal agencies, including the Space Force, U.S. Coast Guard Navigation Center, NASA, and others. Describe any experience and proposed approaches for enabling interagency staff outside the DOC/NOAA IT security perimeter to log into and upload content for publication on GPS.gov (e.g., materials from meetings hosted by an external agency). Alternatively, describe the workflow that will enable interagency partners to submit content for publication by a NOAA employee inside the IT perimeter with maximum automation and minimal manual effort on the part of the NOAA employee. Describe any experience and proposed approaches for ensuring that the migration of the legacy website to a new architecture does not result in significant loss of search engine optimization and poor customer experience (broken links, etc.). Describe any experience and proposed approaches for ensuring compliance of the redesigned website with all NOAA, DOC, and GSA web policies -- both initially and over the long term. Provide an estimate timeline and rough order of magnitude or estimate to perform the services outlined in the Requirements Document. Describe how to best help users identify PNT resilience issues and GPS service disruptions. Multiple or alternative approaches are welcome. Although this RFI requests specific information, it is not intended to discourage creative thinking on the part of the industry to propose alternative solutions or approaches that the Government may not have considered. Vendors responding should provide a point-of-contact, including the representative�s name, email address, and telephone number. Respondents shall include the following information in their submissions: Name of Company Cage Code and UEI Number Business Size and Socioeconomic Status Address Point of Contact/Company Representative Phone Number/Email Address Federal Supply Schedule Number(s), if applicable Delivery Requirements The Government requests all electronic responses to this RFI by 10:00 AM EST on February 12, 2024 to the Contract Specialist, with a copy to the secondary point of contact to the email addresses provided in this announcement.
