- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.603(a)(b), using Simplified Acquisition Procedures (SAP) found at FAR Part 13 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted to both the System for Award Management (SAM) (https://www.sam.gov/) and the Navy Electronic Commerce Online (NECO) website (https://www.neco.navy.mil/). The reference number is N00189-24-Q-Z064. The proposed contract action is for commercial SERVICES as outlined in the below CLIN. The North American Industry Classification System (NAICS) code is 561311 and the Small Business Standard is $34,000,000. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-02 and DFARS Change Notice 12/22/2023. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at the following websites: https://www.acquisition.gov/browse/index/far https://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Pentagon Directorate intends to solicit on behalf of Navy Recruiting Reserve Command (NRRC) for services related to sponsorship and outreach/recruiting at the RecruitMilitary Job Fair. This is intended to be a sole source acquisition. The sole source vendor is Vendor: Rvet Operating LLC (Doing Business As RecruitMilitary) (CAGE: 7THC3). This action will result in a Firm Fixed Price contract. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Rvet Operating LLC - Doing Business As RecruitMilitary (CAGE: 7THC3), IAW FAR 13.106(b)(1). As previously stated, the required services have been determined to be only available from a single source, Rvet Operating LLC. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than Rvet Operating LLC. However, the Government will consider information received by the specified response date. Information received because of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. NRRC requires event access services to help facilitate Navy outreach and recruiting activities amongst event participants at local career fairs across the United States as well as access to resume/job databases to identify candidates. The resultant contract will allow NRRC to attend Recruit Military career fairs across the nation. The fairs will execute at various dates throughout the national geographical landscapes. The objective is to identify honorably discharged prior service personnel who separated (not retired) from their respective branch of service. The primary target is individuals who have served less than 20 years and separated for over six months. Many of these men and women work in the post-military workforce and consider the military reserves a possible career option. In the market research, NRRC learned that the contractor (Recruit Military) is restricted to career fairs focusing on prior service members who may qualify for reserve enlistment, affiliation, and commissioning. The requiring activity focuses on prior service as part of their target market and their authority to service prior service which differentiates them from Navy Talent Acquisitions Group. The requiring activity takes applicants with prior military service (honorably discharged), and the main purpose of the instant acquisition is to specifically target those potential applicants who possess prior military service. Other career fair outlets consulted and considered during the market research stage couldnt address NRRCs needs. Retire Military was found to met needs in both the scope of events held and the size of their career fairs in terms of attendees. The hiring event provides a better opportunity to connect with prior military service as clarified by the requiring activity as bigger companies in aerospace, and engineering fields attracts attendees. Therefore, many of their career fairs are sponsored by other veteran organizations, making their events larger. In addition, based on actual experience by the requiring activity around 1,500 to 2,000 attendees showed up on a previous event. The only veteran career fairs found by other names were those of other organizations doing their hiring event at the Recruit Military. No other firm or services were found to potentially meet NRRCs need at this time for the instant requirement. Line Items/Quantity/Unit of Issue: CLIN 0001 - Recruit Military Fairs - 1 Lot Delivery information: Delivery POC: Government points of contact to be determined prior to award. Performance/Delivery: Performance is anticipated to occur at multiple geographical locations unless otherwise specified in the Statement of Work (SOW). The anticipated period of performance is 01 February 2024 to 29 August 2024. Responsibility and Inspection: FOB Destination applies. Unless otherwise specified in the resultant purchase order, the contractor is responsible for the performance of all inspection requirements and quality control. The Requirements Statement: See Section B of attachment for complete details: RecruitMilitary Job Fair is scheduled during 01 February 2024 to 29 August 2024. Contractor shall provide: 60 Career Fair Credits - Exhibitor Package - Includes Two Representatives and unlimited manual job postings for two weeks prior and two weeks after event date (up to 30 days total). For Virtual Career Fairs, unlimited representatives are included. 10 Candidate Database Search - 12-months local database search within a 150-mile radius zip code you select along with unlimited nationwide, manual job postings - includes complimentary database training upon request. See the attached document and the Statement of Work within for more information.
