- Request for Information (RFI) Title: Central Printing and Mailing This is a Request for Information (RFI). �This is NOT a solicitation for proposals, proposal abstracts, or quotations. This RFI, as outlined in FAR 15.201(c)(7), is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the Office of Acquisition Management Services (OAMS) is not at this time seeking proposals and will not accept unsolicited proposals.� Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. Background The Office of Medicare Hearings and Appeals (OMHA) is responsible for conducting Administrative Law Judge (ALJ) hearings and appeals for the Medicare program nationwide. OMHA is comprised of a headquarters office and field offices in eleven locations across the United States. Although the use of electronic options is increasing, OMHA expects to continue making extensive use of outgoing hard copy correspondence that is time-sensitive and contains personally identifiable information (PII) and/or protected health information (PHI). Enterprise-wide, OMHA produces 300 to 600 documents for mailing per day. Documents are specific to particular appeals, recipients, and purposes. Examples include Notices of Hearing, Notices of Decision, ALJ Orders, Exhibit Lists, etc. Currently, documents are printed and prepared for mailing (fold/stuff) manually and then metered by personnel in each office. The large majority of mail pieces are United States Postal Service (USPS) first class letters or large envelopes/flats. Objective OMHA is considering centralizing and automating its printing, preparation (fold/stuff), and metering operations potentially via one of the following approaches: In-house central printing and mailing. Operations would be conducted in an OMHA office by OMHA staff. The contractor would be responsible for providing, via lease or sale, all equipment, software, software and equipment installation, and professional services required to achieve full operational capability, as well as post-installation software and equipment maintenance and repair. Outsourced central printing and mailing. Operations would be conducted in the contractor�s facility by contractor staff. The contractor would be responsible for providing all equipment, software, professional services, and labor required to initiate and conduct the full range of operations from importing/receiving the electronic document file through transfer to the U.S. Postal Service or designated shipper. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in www.SAM.gov in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).� Capability Statement Requirements Key requirements related to the in-house central printing and mailing requirement (see Attachment A) Key Requirements related to the outsourced central printing and mailing requirement (see Attachment B) Responses In response to this notice, interested contractors are invited to submit capabilities statement/narrative clearly conveying their experience with similar projects. Additionally, the Respondents shall address the requirements in section 3 above. Each response should include the following business information: Name of Company Address of Company Name, title, phone number and email address of company representative(s) (technical and administrative points of contact) Company NAICS and size standard and/or socio-economic standing, i.e., Other than Small Business (OTSB), Small Business (SB), Certified 8(a) Small Business, Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), or Economically Disadvantaged Women-Owned Small Business (EDWOSB). Indication that the support services are or are not available on Government Wide Acquisition Contract (GWAC) held by your company. A list of any current or past projects similar in nature to this requirement that you have executed. A list of any questions you would be likely to ask if the requirements attached were included, as is, as part of the final solicitation. (See Attachment A and Attachment B). Attachment A � Key requirements related to the in-house central printing and mailing requirement. �Please describe your capabilities in relation to the key requirements in Attachment A if your company has the capability to address the in-house central printing and mailing requirement. Attachment B � Key requirements related to the outsourced central printing and mailing requirement. �Please describe your capabilities in relation to the key requirements in Attachment B if your company has the capability to address the outsourced central printing and mailing requirement. Interested small business firms are highly encouraged to respond to this notice. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. Responses must directly demonstrate the company�s capability, experience, and ability to marshal resources to effectively and efficiently perform the objectives described above. Information Submission Instructions The information should be provided in Adobe PDF and be limited to 20 single-spaced pages, with 1-inch margins, and using not less than 12-point font. Charts, Tables, Diagrams and Captions can be in 10-point font; Cover page not included in page count. The information should consist of the following: Cover page shall include the business information stated in Section 4 � Responses (#1 - #5), title of project, and Contract Specialist associated with request; Focus response to Section 3, and refrain from including marketing brochure materials/information. Past Performance Examples and References The response and questions must be submitted no later than February 8, 2024, at 2:00 PM Eastern Time.� The response and questions should be e-mailed to the Contract Specialist, Tiffany Murriel at the following email address: Tiffany.Murriel@psc.hhs.gov.� The email shall reflect the following in the Subject Line, �RFI Notice: Central Printing and Mailing�.� Telephone solicitations and verbal questions will not be accepted. �Questions will be answered by posting answers to Sam.gov.
