- The overall objective of this Task Order (TO) is to obtain all information necessary to analyze current conditions of airspace use that may be affected by the establishment of a low-altitude military operating area (MOA) underlying the existing Randolph-2 MOA. The resulting data package should be sufficient to support the U.S. Air Force (USAF) Environmental Impact Analysis Process (EIAP) to determine the environmental impacts and cumulative impacts from the establishment of the Randolph-2 Low MOA. This includes coordination and management of the acquisition process to obtain processed, unclassified, radar signature data to quantify air traffic through the region of influence of the proposed Randolph-2 Low MOA. This TO includes review and evaluation of the data package to ensure its sufficiency for detailed analysis as required for consistency with EIAP and Federal Aviation Administration (FAA) requirements. In addition to the NEPA analysis, this objective data package should provide all information needed to complete the FAA circularization process for the establishment of airspace. Airspace establishment is a challenging type of NEPA action that requires a specifically trained staff with experience in this task. In order to quantify baseline usage of potential airspace, a contractor must acquire processed, unclassified, radar signature data from the FAA or from an authorized data broker. To ensure the data is usable, the Contractor must be able to request appropriate information from the FAA/data broker, evaluate the provided data, and (if necessary) refine the data request to ensure applicability to the airspace optimization study. This process is an active dialogue between a contractor and the FAA/data broker to properlybound the data request in time and space and then ensure that the relevant outputs are appropriate to inform the needed analyses.
