Description
The work for this project will construct (design-bid-build (DBB)) the combined P-923, P-941, and P-949 projects.� The P-923 is to construct an aircraft parking apron, aircraft rinse facility, aircraft wash rack, helicopter landing pads, and supporting facilities; P-941 is to construct Marine Aviation Logistics Squadron and Marine Wing Support Squadron facilities in support of the Marine Corps Air Combat Element (ACE); and P-949 is to construct a Type II aircraft maintenance hangar, telecommunications distribution facility, supporting facilities, utility connections, site improvements and earthwork necessary for full operation.� The work will include four (4) pre-priced options to construct; Option No. 1 is Project P-941; Option No. 2 is to install Electronic Security System (ESS) for Project P-941; Option No. 3 is Project P-949; and Option No. 4 is to install Electronic Security System (ESS) for Project P-949. In accordance with FAR 52.217-7 Option for Increased Quantity � Separately Priced Line Item, the Government may exercise the options by written notice to the Contractor within 365 days of contract award.� The magnitude of this project is estimated between $250,000,000 and $500,000,000. �THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237310 AND AVERAGE ANNUAL RECEIPTS OF $45 MILLION OVER THE PAST THREE YEARS.� The contract completion period is anticipated to be 970 - 1,005 calendar days. A sources sought notice (N6274223SSAUS) for this procurement was posted on 15 May 2024 on the System for Award Management (SAM) website https://www.sam.gov/, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms.� As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. This is a best value, trade off source selection procurement requiring the submission of both non-price and price proposals. All technical factors, when combined, are considered of equal importance to Past Performance.� The factors are:� Factor 1 � Experience, Factor 2 � Safety, Factor 3 � Past performance, and Price.� Proposals submitted in response to this solicitation shall be in the English language and in U.S. dollars. Furthermore, a relevant construction project is defined as a construction project that includes at least one of the following individual features: a.���� Airfield Portland Cement Concrete (PCC) Pavement: New construction of an airfield (aircraft runway, taxiway, or apron) Portland Cement Concrete (PCC) pavement of at least 20,000 square meters with a minimum concrete thickness of 300 mm. Flexible pavement construction will not be considered. Relevant projects must have been completed or substantially completed within the past fifteen (15) years from the date of issuance of this solicitation and shall be approximately $30 million or more in dollar value. b.���� Type of Building Construction: New construction of an aircraft hangar building or building/structure with long span, heavy structural steel roof truss (structure consisting of multiple structural steel members connected at nodes or joints) framing that provides a substantial column-free area of at least 90 meters in width. Relevant projects shall have been completed or substantially completed within the last fifteen (15) years from the date of issuance of this solicitation and shall be approximately $20 million or more in dollar value. The relevant construction projects submitted shall collectively demonstrate experience in all items: (1) Airfield Portland Cement Concrete (PCC) Pavement and (2) Type of Building Construction.� Failure to demonstrate experience in both criteria shall be considered a deficiency and an Unacceptable rating will be assigned for this factor.� Individual features do not have to be within any single project scope. Substantially complete means at least 90% physical completion. Building alteration, repair, renovation, conversion, and addition work will not be considered as relevant projects. The Request for Proposal (RFP) will be available on or around 4 March 2024. �Printed copies or CD�s will not be issued. �The RFP will be available on the SAM website.� Amendments will be posted to the SAM website.� It is the responsibility of the offeror to check the SAM website periodically for any amendments to the solicitation.
