- 2/5/24 TO ALL PROSPECTIVE OFFERORS: Subject:������������ Request for Information (RFI) 4-B148-I--05476-00 Development of an Assessment of Safe Work Practices and Safety Culture UChicago Argonne, LLC, operator of Argonne National Laboratory, under a prime contract with the U.S. Department of Energy (DOE), is performing a market survey to evaluate obtaining products or services which are the subject of this Request For Information (RFI). Therefore, you are invited to submit a response to this RFI to include marketing materials, price lists, informal proposals, and any other relevant information you deem appropriate to address your ability to provide the supplies or services. This RFI is for informational purposes only and will not necessarily result in a solicitation or award of a contract. All responses to this RFI shall be nonbinding. Furthermore, this RFI does not commit the Laboratory to pay any costs incurred in the preparation or submission of any response to procure any supplies and/or services. Introduction The Physical Science and Engineering (PSE) Directorate in Argonne National Laboratory (�ANL�, �Argonne�, or �Laboratory�), in partnership with Laboratory Operations, is seeking an expert consulting organization to develop and perform a review of safe work practices and culture within the High Energy Physics (HEP) and Physics (PHY) Divisions.� These two divisions together represent approximately 5% of the total workforce of approximately 3600 employees at ANL. Argonne is a Department of Energy (DOE) Laboratory and as such must follow specific DOE orders and regulations (such as 10 CFR 851), as well as the principles of Integrated Safety Management.� The Argonne Occupational Health and Safety Management System is certified to ISO-45001. A local Work Planning & Control (WPC) process has been developed to flow down these requirements and principles to the task level, in conjunction with the Laboratory Management System (LMS) set of policies, procedures, and manuals.� The WPC system�s function is to document the scope of work and associated reviewed hazard analysis, including the selection of operational controls for tasks, standard operating procedures, and skill-of-the worker descriptions. In addition to these formal safety processes intended to protect our workforce, Argonne has recently added initiatives related to On-the-Job Training (OJT) and Human and Organizational Performance (HOP)/Human Performance Improvement (HPI), and continues to assess and improve the safety culture across its workforce.� Objective As part of a goal of continuous improvement, we plan to issue a Request for Proposal (RFP) to seek a consultant to assess aspects of our safe practices mentioned above (WPC, OJT�s, use of HOP/HPI) and general safety culture, and to provide recommendations for opportunities for improvement within the HEP and PHY divisions. It is anticipated that this assessment may include a small review of representative documents and processes for context, but the bulk of the project would be to assess safety behaviors and attitudes through staff interviews, focus groups, and work observations. A compliance assessment is not the primary objective of the review.� The intended deliverable will be a report with assessment results and recommendations for improvement. The objectives of this RFI are to: Inform the development of the above-mentioned assessment requirements for any resultant RFP. Ensure that the scope of the RFP is within and consistent with the technical capabilities of the safety consulting community. Identify appropriate scope limiters to ensure that any resultant RFP submission is consistent with available budget. Schedule RFI questions must be submitted via email on or before noon CST, Friday, February 23, 2024. Responses to this RFI are due by 4:00pm local prevailing time, Friday, March 8, 2024. Responses and questions should be submitted electronically to Cully Johnston at cjohnston@anl.gov. RFI Number (4-B148-I--05476-00) must be referenced on all transmittals related to this RFI. Issuance of a Request for Proposal (RFP) based on this RFI is anticipated in April 2024. The fieldwork of the assessment is anticipated to occur between June and August of 2024 with a final report submitted before September 30, 2024. However, Argonne reserves the option to delay a few weeks or more if deemed necessary. Responses Responses may include proprietary information. Offerors should indicate on the fore page and all subsequent pages of their response to this RFI those sections, paragraphs, or areas which they consider to be proprietary or otherwise confidential. Argonne assumes no liability for disclosure or use of unmarked data and may use or disclose such data for any purpose. Responses should address the following topics: The purpose of this RFI is to conduct a survey of offerors to assist with the evaluation of products and services in support of the proposed safety assessment. Specifically, we are seeking to receive input from offerors as follows: Provide details on the types of assessments or assessment methods the responder would recommend or normally employs to assess the safety behaviors and attitudes of an organization. Describe a typical assessment workflow as applicable, specifically: What is the expected size and make-up of the offeror�s review team? How would the field work be accomplished in terms of calendar time? (i.e. total continuous days from start to finish, blocks of continuous days separated by time, randomly spaced interviews, observations in fractional day increments, etc.) Describe any discrete phases of the assessment, such as the order and timing of document review, interviews, observations, and report writing. Provide details recommended for inclusion in the statement of work accompanying any subsequent RFP for this assessment to ensure that the activities, outcomes, and scope of the statement of work are clear and consistently interpreted. List the information that would be necessary to enable the offeror to provide an accurate cost proposal in a subsequent RFP. List any expectations of resources that need to be provided by Argonne in order to complete this assessment such as: space access times and durations documentation, staff resources (for example, estimates of staff interview time on a per person or group basis) Describe typical deliverables for this type of assessment. Discuss typical lead time from contract execution to the start of work. Provide any additional suggestions that the offeror believes may help achieve the objective that may not have been addressed in this RFI. This may include ideas that have been successfully deployed in industry not mentioned above as being used at Argonne. List any assessment capabilities or qualifications that differentiate the offeror from others in this field of specialization.
