Description
The National Institute on Aging (NIA), National Institutes of Health (NIH), Department of Health and Human Services (DHHS) intends to re-compete a requirement currently being performed by CleMetric, LLC under NIA Contract HHSN271201800025C. This procurement is being competed under full and open competitive procedures under NAICS 541712. It is anticipated that a single cost plus fixed fee type contract will be awarded for a 1-year period of performance beginning on or about December 1, 2024, with 4 option years. The anticipated level of effort is approximately 1.75 FTE in year 1 and 1.25 FTE per year in years 2-5. �The objective of this contract is to securely host and maintain the Primate Aging Database (PAD), make it accessible to investigators in the research community, provide technical assistance with its use, track its use, continue to add data to the 67 data fields that currently comprise the PAD, expand the database to include RNA-Seq data, make data from NHP tissue and cell donors accessible through the PAD, and perform marketing outreach. The PAD (https://primatedatabase.org/) is a web-based searchable database that allows for the analysis and comparison of biological data collected throughout the lives of healthy non-human primates (NHPs). It is used by members of the research community to determine species and sex differences in normal aging processes, examine the impact of diet and environment on aging, study biomarkers of aging, and establish a normal range for comparison to values obtained from experimental or diseased groups of NHPs. The PAD currently exists on the DataQi2TM platform from CleMetric, LLC and contains approximately 1.2 million lifespan, body composition, and blood chemistry data points from 9,000 individual NHPs from 43 species at 17 different institutions. Under this contract, the Contractor shall transfer the PAD data and the PAD customer database to the Contractor�s platform; maintain backups to protect against accidental loss; and maintain the security of the database and all information regarding the users of the database. The Contractor shall provide investigators in the research community access to the PAD via a password-protected website, verify registration requests, maintain a list of all PAD registered users, provide assistance to website users through a user guide and/or tutorials posted to the website and through one-on-one consultations, and fix any problems affecting the utilization of the database. To encourage the use of the PAD, the Contractor shall give demonstrations at scientific meetings held virtually or in person. To track the usage of the database, the Contractor shall inform investigators of the publication policy, maintain a list of all publications resulting from the use of PAD data, and track and analyze the number of users, bounce rates, average session durations, and page views. The Contractor shall solicit new data from primate centers, NHP researchers studying both captive and wild populations, and zoos; enter the data into the PAD; develop analytical tools to allow for the comparative analyses of the data; and perform quality control analyses of the data. These data shall include RNA-Seq data in addition to lifespan, body composition, and blood chemistry data. Data shall be solicited from institutions that have already contributed data to the PAD, from new sources, from public databases, and from the published literature. In some cases, it may be necessary for the Contractor to travel to a site to acquire data. The Contractor shall also coordinate with the National Institute on Aging�s NHP Tissue Bank and Aging Cell Repository so that recipients of the NHP tissues and NHP cells can easily access all biological data collected from the donor animals through the PAD. All responsible sources may submit a proposal which will be considered by the agency. This notice does not commit the Government to award a contract. No collect calls will be accepted.
