- THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement for One-Site Subscription Access. �The Contractor shall provide subscription for immediate access for eleven (11) simultaneous users to Haystack Gold with APL/AEL. The Contractor shall provide one (1) simultaneous user Internet access to the following proprietary services: Catalog Xpress Basic and one (1) simultaneous user Internet access for 4D Online Parts Universe with the add-on Fastener Content to 4D Online Parts Universe. The Contractor shall provide for one (1) simultaneous user for the API Active and Historical Standards and one (1) simultaneous user for the Manufacturers Standards Society (of the Valve and Fittings Industry). The Contractor shall provide immediate internet access for three (3) simultaneous users to all DOD Specifications, Standards, Federal Specifications and Standards, DOD Performance Standards, MS Drawings, DOD Handbooks; Historical DOD Standardization;, NAVSEA Technical Publications (Superfabs), and NAVSEA Instructions and Directives. Documents must be available in both Adobe Acrobat and ASCII ""cut and paste""-able format. The Contractor shall provide SAE Industrial Society documents and library for 10 concurrent with 21-30 potential simultaneous Internet users. The Contractor shall provide unlimited concurrent, simultaneous user Internet accesses to the complete document library and index of ASTM Industrial Society. The Contractor shall provide one (1) simultaneous user Internet access to the complete document library and indices of the following Industrial Societies: AIA/NAS, ASME, ASME/BPVC, AWS, EIA, TIA, CEA, GEIA, JEDEC, IEEE, UL, AWS, NFPA, ANSI, NEMA, IAS/ASA, ANS, and API. Subscriptions: a) Provide subscription for eleven (11) potential simultaneous user internet access to Haystack Gold Complete with APL/AEL. b) Provide subscription for one (1) potential simultaneous user internet access to Catalog Xpress Technical Services. c) Provide subscription for one (1) potential simultaneous user internet access to 4D Online Parts Universe with the add-on Fastener Content to 4D Online Parts Universe. d) Provide subscription for one (1) potential simultaneous user internet access to API Active and Historical Standards e) Provide subscription for one (1) potential simultaneous user internet access to Manufacturers Standards Society (of the Valve and Fittings Industry) MSS f) Provide subscription for three (3) potential simultaneous user internet access to the full text documents and indices, in ASCII text and Adobe Acrobat formats, to the DOD/ FEDERAL/MS/ NAVSEA documentation listed in paragraph 2.0 above. g) Provide subscription for 21-30 potential simultaneous user internet access to SAE Industrial Society documents and library. h) Provide subscription for unlimited potential simultaneous user internet access to the complete document library and index of American Society for Testing and Materials (ASTM). i) Provide one (1) subscription for one (1) simultaneous user internet access to the full text documents and indices, in Adobe Acrobat format, to the following Industrial Societies: AIA/NAS, ASME, ASME/BPVC, AWS, EIA, TIA, CEA, GEIA, JEDEC, IEEE, UL, AWS, NFPA, ANSI, NEMA, IAS/ASA, and ANS. j) Hot links to Military and industrial society owned, related documents within Military and industrial society document indices. k) Immediate availability of complete document text via internet access using COTS browsers. l) Full ASCII text document format available immediately on PC via Internet with ""cut and paste"" ability for Military documents. m) Search functions for locating documents by keyword, document number, or related document. The Contractor shall provide customer service support both online and by toll free telephone number. The Contractor shall provide instantaneous online access to all specified collections 7 days per week with full 24 hour access, as well as customer service support both online and by toll free telephone number. The contract must be a subscription agreement for which the Supplier must have established licensing agreements for copyrighted data to provide direct and instantaneous access to selected documents in electronic format for viewing and/or printing according to authorized copyright and licensing arrangements. The subscription must provide access to 100% of these documents through an Internet-based index and search engine that will provide bibliographic information on selected U.S. and International commercial standards and selected European standards. The documents must be viewable online in electronic-based PDF or HTML format, must be fully printable, and must be provided in a licensing arrangement, which will permit authorized downloading to hard drive or floppy disc. Hardcopy substitution and fulfillment for any of the specified document collections will not meet the licensing and use requirements, and thus will not be acceptable. The Supplier will be expected to furnish documentation demonstrating that the required licensing rights, for each of the societies, if requested, are in place prior to an award.) On-Site Training is required to be provided by the Contractor annually for NSWCPD personnel. Training arrangements shall be coordinated with the Tech Lead. �SUBMISSION OF RESPONSES: Responses shall include specific details regarding the ability to provide the required items to meet the needs of the Government. Responses shall discuss how your product/service will meet the requirements.�� Responses shall be in electronic format (Microsoft Word or PDF preferred). A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for North American Industry Classification System (NAICS) code 519290 -- Web Search Portals and All Other Information Services, and points of contact (names, email, and telephone numbers) at a minimum.�� NSWCPD will accept only electronic unclassified submission of responses. Responses shall be sent to Jillian Randazzo at jillian.randazzo.civ@us.navy.mil with the subject line ""RFI N6449824QC030."" All responses shall be unclassified and submitted no later than 03:00PM EST on 20 February 2024.�� This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government.�� The Government is NOT seeking or accepting unsolicited proposals Government WILL NOT PAY for any information received in response to this pre-solicitation notice, and the Government will not compensate the respondent for any cost incurred in developing the response to this pre-solicitation. The Government will not release any information marked with a proprietary legend received in response to this pre-solicitation to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.�
