- Special Notice N0016424SNB38 Agency:� Department of the Navy Office:� Naval Sea Systems Command Location:� Naval Surface Warfare Center (NSWC) Crane Division NAICS Code:� 541330 � Engineering Services PSC: AC33 � National Defense R&D Services; Defense-Related Activities; Experimental Development Response Due Date:� 21 February 2024 Request for Solutions: Counter-uncrewed Experimentation and Advanced Development (CEAD) System Integration with Command and Control (C2) �PURPOSE This special notice is to inform vendors of the release of the Request for Solutions (RFS). The purpose of this RFS is to solicit innovative proposals for addressing the challenge of countering multiple cross-domain Uncrewed Systems (UXS) that could be employed in coordinated attacks. The Government is seeking solutions capable of integrating information from undersea, maritime surface, ground, and air domains to effectively detect, identify, track, and mitigate multiple UXS. The Government will evaluate the solutions with the intent of awarding a Project Order under the Expeditionary Missions Consortium Crane (EMC2) Other Transaction Agreement (OTA) in accordance with 10 U.S.C. � 4022. � � � � �2. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. The RFS released via the weblink listed above for EMC2 on 2 February 2024. � � � � � � 2.2� PROJECT OVERVIEW This project aims to respond to the challenge of countering multiple cross-domain Uncrewed Systems (UXS) deployed in coordinated attacks. Previous UXS development efforts have often been directed towards specific threats without adequately considering technological advancements, environmental factors, or the complexity of engaging multiple targets concurrently. Leveraging insights from previously funded Counter-Uncrewed Systems (C-UXS) events, the project seeks to assess force protection needs for fixed site installations, identify vulnerabilities in existing C-UXS systems, analyze UXS threat kill-chains and capabilities, and provide practical data on various tactics and technologies. By fostering a comprehensive understanding of cross-domain UXS threats, the project aims to equip force protection and physical security forces with a range of tools and strategies to counter the rapidly evolving UXS threat.
