- Operation and Support for the Blood Bank Software Application System Services Product Service Code: DA10- IT and Telecom - Business Application/application Development Software NAICS Code: 513210-Software Publishes (Small Business Size Standard $47M Average Annual Receipts) Place of Performance: National Institutes of Health Clinical Center 10 Center Drive Room TBD Bethesda, MD 20892 POTS: �24-004469 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Office of Purchasing and Contracts on behalf of the Department of Transfusion Medicine (DTM) intends to award a fixed price follow-on contract to Manage Inc. to provide continued blood bank software application services. The National Institutes of Health, Department of Transfusion Medicine Blood Bank collects blood and blood components for transfusion for laboratory use, research, and patients.� The Blood Bank Software application is a comprehensive application that aids in the management of donor and transfusion services.� The software is designed to assist personnel in recruitment, blood collection services, inventory control, donor testing, shipping/receiving transfusion services, reference laboratory and quality assurance.� Manage Inc. is an IBM reseller that works with BBCS, the vendor that built the application. Manage Inc. and IBM in a collaborative effort built the servers the application resides on, specifically for the National Institutes of Health use.� Manage Inc provides 24/7 support and provides the server licenses and license keys for these servers. Failure to continue services would negatively impact patient care.� Without the software and server licenses the software would become disabled, and NIH would lose all the information and could no longer view the information.� It is imperative these services are continued without delay. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number in the email subject line, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Sheri Eiri, Contract Specialist, sheri.eiri.nih.gov by the due date February 16, 2024, and time marked 12:00 pm EST Local Time in this notice.
