- Description
- This non-traditional RFP is issued by U.S. Customs and Border Protection (CBP) under the authority of 19 U.S.C. � 1641 and in accordance with 19 CFR � 111.103. This RFP will not result in the procurement of services or supplies, but, rather, it is anticipated that one or more applicants may be tentatively selected as approved accreditors of qualifying continuing customs broker education. Final selection/designation will be contingent upon execution of an Accreditor Agreement within fifteen (15) calendar days of an applicant�s receipt of notice of tentative selection. For clarity, this selection process is not a procurement action as defined in 41 U.S.C. � 111, nor does it constitute an acquisition as defined in 41 U.S.C. � 131. Neither the Competition in Contracting Act (CICA), 41 U.S.C. �� 3301 et seq., nor the Federal Acquisition Regulation (FAR), governs this no-cost action. As detailed in a Final Rule published in the Federal Register on June 23, 2023 (88 FR 41224), CBP�s Office of Trade is implementing an accreditation process for broker training and educational activities not offered by a U.S. Government agency in accordance with 19 CFR �?111.103(c) and (d) to ensure that such activities meet the objectives of CBP�s new continuing broker education requirement. CBP-selected accreditors will review and approve or deny such training or educational activities for continuing education credit in accordance with responsibilities outlined in 19 CFR �?111.103(d) and the Accreditor Agreement, a template of which is attached hereto as�Attachment 1- Draft Accreditor Agreement Broker CE 6FEB2024.pdf.
