- This Sources Sought Notice is being issued for informational purposes only and shall not be construed as a solicitation or as an obligation on the part of the United States Department of Agriculture (USDA). �A Source Sought Notice for information regarding a potential procurement with National Agricultural Statistics Service (NASS) is being conducted. NASS has the need for Public Record Parcel Land Data. � This is not a solicitation announcement or request for proposal. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. The North American Industry Classification System (NAICS) code for this project is 541370 with a Size Standard of $19 million. Responses to this notice will be used by the Government to make an appropriate acquisition decision. The USDA will not award a contract based on responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit small business competition to 8(a), HUBZone, SDVOSB, Women-Owned, or other small business firms, or to proceed with issuing an unrestricted solicitation, inviting full and open competition. Background The USDA�s National Agricultural Statistics Service (NASS) seeks the acquisition of public record parcel land data from county property tax and deed records for all private residential, agricultural, and commercial properties in selected areas of the U.S. Specifically, information on the areas selected for the 2023 June Area Survey (JAS) and the effort to geo-reference NASS�s list frame as part of the Integrated Modeling and Geospatial Estimation System (IMAGES). �JAS data are used to measure the incompleteness of the Census of Agriculture mailing list (CML), which allows the Census estimates to be adjusted for under coverage of the CML. Thus, the geo-referencing work and the JAS are instrumental in ensuring the quality of the Census estimates. � These data should be acquired in bulk or through an API. �The bulk processing entails staff processing the data request. �The API process entails NASS staff acquiring themselves and at will. � The extract through either process should include the following for each property in the selected areas in counties all over the United States: ��� �Tax roll information of the property, (including but not limited to): o�� �The physical location (address including zip code, latitude and longitude coordinates), o�� �The mailing address of the property owner(s),� o�� �Current sale and historical sale information,� o�� �Lot/land information (square footage of lot or land), o�� �Building information.� ��� �Deed information, including (but not limited to): o�� �Address of the parcel o�� �Owner information (address if different from property sale address) o�� �Sales information (including sales data, sales price) o�� �type of sale (such as new construction, interfamily, foreclosure), � o�� �land use type information (to indicate details ab01.t the type of residential, commercial, or agricultural property) The contractor should provide technical assistance for data-related questions for the duration of the contract period.
