THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 400), hereby provides notice of its intent to award a sole-source, firm fixed service contract to CITY OF BREMERTON. The contract is expected to be awarded under FAR 13.106-1(b). A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance of base year and 4 option years shall approximately be as follows: Base Year- April 1, 2024 to March 31, 2025 Option Year 1- April 1, 2025 to March 31, 2026 Option Year 2 - April 1, 2026 to March 31, 2027 Option Year 3 - April 1, 2027 to March 31, 2028 Option Year 4 - April 1, 2029 to March 31, 2029 INTENT TO SOLE SOURCE � Conference Room Lease for New Employee Orientation Kitsap Conference Center is the only facility available for lease that meet the requirements for capacity and proximity to the PSNS Bremerton Main Gate. This is a non-personal services contract to lease a facility for every other Monday throughout the period of performance to provide space for the on boarding of newly hired employees. Kitsap Conference Center has the capacity to accommodate approximately 80+ new employees and 6 HR representative and 6 security personals. The facility is in close proximity to the Bremerton Main Gate PSNS & IMF as employees will be required to walk to the facility during working hours. Kitsap Conference Center is the only contractor facility in the area that meets the capacity, location, schedule requirements. The North American Industry Classification System (NAICS) has been determined to be 531120 - Lessors of Nonresidential Buildings (except Mini warehouses), with a small business size standard of $34,000,000. The Product Service Code for this acquisition is X1AB - Lease/Rental of Conference Space and Facilities. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; No solicitation or RFQ will be forthcoming. However, interested parties may identify their interest, a quote, and capabilities to respond to this requirement no later than February 15, 9:00AM PST. Interested parties are encouraged to furnish information by email with the subject line � RESPONSE TO INTENT TO SOLE SOURCE FOR N4523A24RC02N81. A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. PSNS and IMF Contracting Office (Code 400) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Kenny Vilayvong by email at kenny.r.vilayvong.civ@us.navy.mil and Contracting Officer, Angela Charpia at angela.m.charpia.civ@us.navy.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
