- QUESTIONS AND ANSWERS TO SOLICTIATION 36C24724Q0280, SECURITY SYSTEM 1. Is there an incumbent? And if so who? Yes, HurtVet LLC 2. Is the current Physical Access Control and CCTV systems communicating on the VA network? No 3. Will the government supply the system Dongle ID s for the purpose of updating the system software support plans per the requirement? Lenel Dongle ID IS 102888 4. The solicitation states Contractor shall ensure video recordings and entry/exit logs are maintained for a minimal period of 90 days . Does the existing CCTV system video retention comply with this requirement or will an expansion of hardware/software be required? Yes 5. Since any questions generated from the site survey must go through contracting, will an additional round of questions be answered by contracting after this date? Contracting will not be requesting any additional questions. If you the offeror have any additional questions I suggest you ask during the Site Visit after this amendment the Q&A phase is closed. SOW, B.1: (pg. 11) & Technical Factors (A) (pg. 56) Contractor shall provide Service Engineers shall be GSA HSPD-12 certified and authorized providers, schedule 70, category 132 62 Homeland Security Professional Directive 12 Product and Service Components. Products and services for agencies to implement and maintain the requirements of HSPD-12, FIPS-201 and associated NIST special publications. 6. GSA schedule 70 is now obsolete; Recommend contractor have a CSEIP on staff to meet GSA HSPD-12 & FIPS-201 compliance requirements. Will CSEIP certification satisfy this general requirement? Yes SOW, B.2: (pg. 11) & Technical Factors (A) (pg. 56) Contractor shall be Lenel Value Added Reseller (VAR) of record, minimally fully certified at the Lenel Certified Professional Level (formerly Gold standard level), authorized by Lenel to support Federal Government in the State of Georgia; evidence of this certification shall be presented if requested. 7. Typically, a VAR of record designation is assigned by the end-customer after the award. Please confirm that a Lenel Federal VAR suffices for this requirement? Yes, If Lenel allow them the support in Georgia SOW, B.13 & B.14: (pg. 12) 8. Can government confirm total # training hours required annually? Training hours as listed. 1 annual 4 hours course. 1st 40 hours on-site operator training, 2nd year 32 hours remaining years 24 hours. Current system includes 385 Cameras, 8 UPS (Uninterrupted Power Source), 17 DVRs, 2 Lenel Servers, 200 Card Readers, 175 Control Panels (19-4420 Boards, 27-2220 Boards, 2-2210 Boards, 49-1320 Boards, and 78-1300 Boards) SOW, B.18: (pg. 13) Contractor shall provide at no additional cost comprehensive component coverage for the equipment identified in the equipment list. CRL locks provided by Tebarco shall be included in the Comprehensive Parts and Labor Coverage Is SDVOSB vendor required to be an authorized Federal Partner/Reseller for Avigilon, Lenel, Lynx, and Bosch? 9. Can the government provide the equipment listing mentioned in B.18? Equipment listed above 10. Can the government provide listing of all installed equipment including manufacturer, model/part #, quantity, and age of equipment? List will be provided during Site Visit. 11. Can the government provide Lenel Dongle ID s for each location? Lenel Dongle ID is 102888. 12. B.18 17 DVRs Should this read NVRs? It should read 17 NVRs 13. How many Workstations are there? What is the camera count and capacity of each? 10 Workstations. Camera count will be provided during Site Visit SOW, B.25: (pg. 14) Contractor shall provide a comprehensive security software support plan to renew the current licensing and keeps pace with all software revisions and advancements as they are made available by manufacturers. Such revisions shall keep the installed system operating with the latest technology and at peak performance. Software upgrades typically occur annually, however many times they have been released several times throughout a given calendar year. An annual renewal of the Lenel Software Support subscription, and up to sixteen (16) hours of Contractor labor per year to perform a software upgrade. On an annual renewal basis, the contract shall be amended to include actual licensing added during the previous year. 14. Please provide system dongle ID? Lenel Dongle ID is 102888 15.Is Lenel SSA current? Need to verify 16. Does an active SSA exist for Avigilon licenses? At one time it was expired, current vendor should have renewed. Need to verify. Contractor shall provide and utilize an industry standard authentication technology to remotely access the security system and resolve technical issues in real time. A Support Specialist, with the support of a screen sharing session initiated by police staff, will work directly with personnel for initial call support and troubleshooting. If the issue cannot be resolved online, a more refined service response will result in the dispatching of a security service representative. 17. How many service calls per/month are typically performed? There is an average of 5 service calls per month. In addition to the weekly schedule. SOW, B.29: (pg. 14) Contractor shall provide a web-based reporting system to include the application of unique, registered barcodes to security devices such as cameras, video recorders, card readers, control panels, head-end equipment, and other system devices. As each individual device is tested, the device is scanned and critical maintenance information is documented. In addition, the data at the time of inspection is automatically recorded with the scan of the barcode. Monthly reports will be provided corresponding to PMI performed. Within 48 hours following the inspection visit, an on-line database and associated report of the system test shall be available for viewing, downloading, printing, or emailing. This maintenance information must be retrievable using a standard internet browser. Color-coded status flags will provide an immediate summary of the building test status: normal, discrepancies found, or devices failed. The web-based reporting system shall provide immediate documentation to show the security systems are being tested and inspected according to manufacturer s requirements and in a timely manner. 18. Are all existing devices barcoded? If so, which reporting system is currently in use? There are no existing barcodes Contractor shall ensure video recordings and entry/exit logs are maintained for a minimal period of 90 days. 19. Does the existing system allow for 90 days of video and access control retention? The system retains video for up to 90 days
