Description
As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued at a later date, and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized. This notice shall not be construed as an RFP or as any commitment or obligation on the part of the Government to issue a solicitation. Establish electronic fingerprinting services for CRM. The Contractor must be currently approved to work with the federal government, provide software that has been successfully tested by the vendor and authorized by DCSA for electronic submission to DCSA via DCSA's Fingerprint Transaction System (FTS), and be an FBI-approved channeler. Additionally, the Contractor must be approved by the Secure Web Fingerprint Transmission (SWFT) Program Manager for the enrollment or online submission of electronic fingerprints to SWFT. The Contractor must be able to collect fingerprints, save them in the required format as outlined by DCSA and the FBI for Rap Back enrollment (DCSA is responsible for actual enrollment), and transmit them utilizing DCSA's Secure Web Fingerprint Transmission (SWFT) program. The SWFT program is a direct pipeline to the intended recipient(s), DCSA or FBI. Additionally, the SWFT program is governed by DCSA and the only authorized means of electronic transmission. The Department of Justice - Criminal Division is issuing this Sources Sought as a mean of conducting market research to identify parties having an interest in and the resources to support this requirement of electronic fingerprinting services. Please reference the attached document for more information. Interested parties should send capability statements to carissa.stump@usdoj.gov by the close date identified in the sources sought and as specified herein. Please submit capability statements including a list of work station locations per the statement of work. Optional: vendors may submit past performance/previous experience examples of similar work. Capability statements are due on February 15, at 12:00 PM Eastern Time. Responses greater than 20 single-sided pages (including all attachments) will not be considered. Late responses will not be accepted.
