- Testing/Repairing Underground Storage Tanks Part I: General Information Introduction The Department of Veterans Affairs, John D. Dingell VAMC located at Detroit, Michigan is seeking a qualified contractor for the annual testing and inspections contract with 4 option years on testing, and repairs of the UNDERGROUND STORAGE tanks 1,2,3,4,5, and 6 by following the SYSTEM INSPECTION CHECKLIST (attachment 1 and 2). The Contractor shall re-work three existing tank probes on tanks 2,3, and 4. Replace diesel dispenser tank probe manhole on tank 5. The contractor shall provide all necessary labor, tools, materials, equipment, reports required. Background John D. Dingell VAMC needs to maintain compliance with ASTM D975, and the VEGA24 survey plan, and the action item B10-24-86303 based on the outcome of multiple Underground Storage Tank (UST) compliance inspections at VISN 10 facilities which have resulted in Notices of Violations (NOV), there appears to be a knowledge gap among some facility staff who have operational and programmatic responsibilities for UST compliance. Therefore, this suspense action is intended to provide a learning opportunity for both GEMS, Engineering, and other staff having UST compliance and management responsibilities while also evaluating the facility s compliance with the applicable UST regulatory requirements. GEMS Program Managers, Engineering, and all other staff having UST compliance and management responsibilities must formulate an evaluation team and work together collaboratively to complete this suspense action by conducting physical observations and inspections of all UST systems and components as well as performing comprehensive document reviews together as a cohesive evaluation team. Facilities may consider including their contracted inspection and testing services consultant to the evaluation team if deemed necessary to facilitate the learning and compliance evaluation process. Scope The contractor shall provide all necessary labor, supplies, equipment and reports for the testing and inspections per ANNUAL UNDERGROUND STORAGE SYSTEM INSPECTION CHECKLIST (see attachment 1 AND 2) and the 2021 LARA Inspection Report INCLUDING: Confined Space Entry to sumps for equipment and sensor inspection High level alarm testing, probe inspections ATG Certification Overfill prevention equipment inspection Hydrostatic sump and spill container testing Line tightness testing Completion of owner supplied ANNUAL UNDERGROUND STORAGE SYSTEM INSPECTION CHECKLIST Applicable Regulations: Confined Space Entry, 29 CFR 1910.146 Class AB License Part II: Qualifications Qualifications of the Contractor Personnel: Majority of the work will be performed by the awarded contractor licensed and certified in Fuels such as Ultra API Certification with knowledge, skills, and abilities to acutely execute all requirements in this contract. All work will be reviewed and approved by the COR and the Safety and Occupational Health Manager. Work Requirements Repairs Remove existing plugs for the interstice on tanks 2,3, and 4. Replace with the proper 4 adaptor and 4 end cap.
