Vessel or Tug/Barge overall length shall not exceed 700 ft./213.4 m, and laden draft shall not exceed 31.5 ft./9.6 m.� 17. Place of Contract Performance:� The first load port/place is Naval Magazine Indian Island, WA with an Available Load Date (ALD) of 01 April 2024. �The second load port/place is Valdez, AK with an ALD of 10 April 2024. �The first discharge port/place is Valdez, AK with the Latest Arrival Date (LAD) of 10 April 2024. �The second discharge port/place is Military Ocean Terminal Concord, CA with the LAD of 20 April 2024.� The layday shall be a two-day window, to be indicated by Owners/Offerors, such that the ALD in Indian Island and LAD in Valdez are met.� The charter period will be one voyage. 18. Set-aside Status: �100% Small Business Set-Aside.� The decision to release this solicitation as a Total Small Business Set-aside is based on responses received from a recent, sources sought notice for this service.� MSC�s Deputy Associate Director of Small Business has concurred with this decision.
