Market Survey:� The FAA is seeking interested Contractors that currently hold or could obtain an approved FAA Mentor-Prot�g� Agreement or Small Business Administration (SBA) Mentor � Prot�g� Agreement with a Socially Disadvantage Business (SDB) and/or Small Disadvantaged Businesses (SDB) that can provide services for contract based supplemental labors in the fields of: Civil Engineer (CIVE) Mechanical Engineer (MECE) Electrical Engineer (ELCE) Electronics Engineer (ELTE) Structural Engineer Architect (ARCE) Communications Engineer Fire Protection Drafting (DRFD) Installation (INST) � Electronics Technician (EIT) Project Manager/Construction Manager Introduction: The Federal Aviation Administration (FAA) is seeking interested Contractors that currently hold or could obtain an approved FAA Mentor-Prot�g� Agreement or Small Business Administration (SBA) Mentor � Prot�g� Agreement with a Socially Disadvantage Business (SDB) and/or Small Disadvantaged Businesses (SDB) that can provide services for contract based supplemental labor at FAA Facilities throughout the United States of America including Guam and Puerto Rico. This market survey is issued, in accordance with FAA Acquisition Management System (AMS) paragraph, 3.2.1.2.1 to solicit statements of interest and capabilities.� In order to assist with acquisition strategy development and to gain a better understanding of the commercial marketplace, Contractors that do not currently have an active Mentor Prot�g� Agreement but are in the process of obtaining an agreement with a SDB contractor are encouraged to respond to this announcement. The FAA is not seeking or accepting unsolicited proposals. The responses to this market survey will be used for informational purposes only and must not be construed as a commitment or a promise to contract by the Government. The Government is not liable for costs associated with the preparation, submittal of inquiries or responses for these announcements and will not reimburse any firm for costs incurred in responding to this public announcement.�� Any costs associated with this request is solely at the interested entity�s expense. Responses will not be returned. 2. North American Industry Classification (NAICS) Code:� The NAICS code projected for this project is 541330 Engineering Services with a size standard of $22.5 million. 3.�� Submittal Requirement for Market Survey: All responders must provide a Capability Statement that addresses each of the following capabilities that are of concern to the FAA. Name of Company Address Point of Contact name, e-mail address and telephone number Business Size status UEI Number and Sam Registration Description of your company's, expertise, and qualifications for performing similar efforts in servicing labor management contracts. Address whether the effort(s) were part of a teaming arrangement and provide the name of the teammate. Three (3) relevant experience on projects of similar size and complexity performed at critical facilities (i.e. Air Traffic Facilities, Airports, banks, Hospitals, data centers etc.) Number of years in Business Successful Project Completion of projects as a Contractor over $5 million � 4.�Summary of Work:� The Federal Aviation Administration (FAA) has recently established multiple initiatives and programs, inclding but not limited to Bipartisan Infrastructure Law (BIL) and FAA Enterprise Network Services (FENS), which requires additional contract based supplemental labor in order to execute.� The labor categories include personnel qualified to work in Engineering, Construction Oversight, and Electronics Installation.�� The following labor categories are being considered for this effort: Civil Engineer (CIVE) Mechanical Engineer (MECE) Electrical Engineer (ELCE) Electronics Engineer (ELTE) Architect (ARCE) Communications Engineer Drafting (DRFD) Installation (INST) � Electronics Technician (EIT) Project Manager/Construction Manager The FAA is anticipating awarding three (3) to six (6) contracts across the nation in Eastern, Central, Western Service Areas to Small Disadvantaged Businesses (SDB) and or Mentor/Prot�g� partnerships with SDB. Geographical areas may be further distinguished as needed to meet the requirement, including state and multi-state areas.� The estimated magnitude of each contract is between $10M and $15M. The estimated number of personnel required for each contract is 50-75 contract employees. The positions will require between 25% and 100% travel. 5.� Delivery of Submittals: Submittals to this market survey shall be e-mailed to Susan Newcomb (Contracting Officer) at Susan.Newcomb@faa.gov no later than 5:00 p.m. Eastern �Time on March 5, 2024. All questions must be in writing and emailed to the Contracting Officer.� No phone calls will be returned regarding this market survey. 6.� SAM Registration An active registration in the System for Award Management (SAM) must be obtained to be considered for any Government award.
