Special Notice N0016424SNB37 Agency:� Department of the Navy Office:� Naval Sea Systems Command Location:� Naval Surface Warfare Center (NSWC) Crane Division NAICS Code:� 541715 � Research and Development in the Physical, Engineering, and Life Science PSC Code: AC13 � National Defense R&D Services; Department of Defense Anticipated RFS Release Date:� 26 February 2024 Request for Solutions: Experiment Coordination of Human-Machine Teaming (EXCOR-HMT) PURPOSE This special notice is to inform vendors of an upcoming Request for Solutions (RFS). The purpose of this RFS is to solicit innovative proposals to accelerate the advancement and integration of autonomous and AI systems into the hands of the warfighters. The Government will evaluate the solutions with the intent of awarding a Project Order under the Expeditionary Missions Consortium (EMC2) Other Transaction Agreement (OTA) in accordance with 10 U.S.C. � 4022.� � � � �2. BACKGROUND AND SUMMARY � � � � � � 2.1 EMC2 Vendors interested in responding to this RFS must be members of the (EMC2). Interested parties should visit emccrane.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. Once released, RFS documents will be posted on the EMC2 Members Only Website on or around 26 February 2024. � � � � 2.2 PROJECT OVERVIEW Human systems integration is the design, development, and sustainment practices that ensure warfighters can efficiently, effectively, and safely leverage technologies to accomplish tasks. Human-Machine teaming is when the human and the machine pursue the same goal, affect the current state, and coordinate actions.� The Government is seeking proposals for a novel development towards a mobile testbed prototype for the EXCOR-HMT activity within unscripted force-on-force experimentation. Systems under test include prototype robotic, autonomous, artificial intelligence (AI), and machine learning (ML). In addition to this Special Notice on SAM.gov, the EMC2 consortium manager will notify all consortium members of the upcoming RFS on or around the same time this notice is published to SAM.gov.
