Description

NOTICE OF INTENT TO SOLE SOURCE The Peace Corps, Office of the Chief Financial Officer, Acquisition and Contract Management, on behalf of the Office of Volunteer Recruitment and Selection, intends to award a sole source firm fixed price purchase order to Stryder Corp, 225 Bush Street, Suite 1200, San Francisco, CA, 94104 dba Handshake, for 10 Handshake Premium Sourcer Licenses, 10 Handshake Premium Advanced Licenses and Federal Expert Assist.� Handshake has a reach of over 1,000 schools, alumni, and other organizations with over 6 million students and graduates using the tool. In addition, Handshake supports over 170 Minority-Serving Institutions and is the only technology platform that meets the Peace Corps' core mission and requirement to increase diversity of candidates, reach and recruit candidates with hard to fill skill sets, expand the number of universities that can be reached for events, update employer branding to attract qualified applicants, decrease time to hire, and deliver a data driven strategy for expanding recruitment and building new recruitment partnerships to build a more diverse talent pipeline. This requirement is for one 12-month base period and three twelve month option periods. The Government intends to procure this requirement under FAR 13.106- l(b)(l)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00 pm Washington, DC local time February 21, 2024. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government will not be responsible for any costs of preparation in response to this announcement.
