Authority: FAR 6.302-1.� Statement of the reason justifying the lack of competition: OEM Rockwell Automation informed the procuring agency that the identified single source vendor REXEL USA, INC. is the only authorized distributor for the area that comprehends Tinker AFB, Oklahoma.� IAW FAR 5.207(c)(16)(ii), all responsible sources�may�submit a capability statement, proposal, or quotation, which�shall�be considered by the agency.� DESCRIPTION OF REQUIREMENT This is a combined synopsis/solicitation (CSS) for commercial services prepared in accordance with (IAW) the formats in Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued aside from the one posted here. This solicitation is being issued as Request for Quote (RFQ) IAW FAR Part 13, the Defense FAR Supplement (DFARS) Part 213, and the Department of the Air Force FAR Supplement (DAFFARS) Part 5313. The Air Force Sustainment Center (AF SC/PZIMB) at Tinker Air Force Base Oklahoma, intends to award a Single Source, Firm-Fixed-Price (FFP) contract for the acquisition of the service listed below: CLIN # Description Qty Unit of Issue Period of Performance 0001 Allen Bradley Control Software and Support - Base Year 1 Lot 3/15/24 � 3/14/25 1001 Allen Bradley Control Software and Support - Option I 1 Lot 3/15/25 � 3/14/26 2001 Allen Bradley Control Software and Support - Option II 1 Lot 3/15/26 � 3/14/27 3001 Allen Bradley Control Software and Support - Option III 1 Lot 3/15/27 � 3/14/28 4001 Allen Bradley Control Software and Support - Option IV 1 Lot 3/15/28 � 3/14/29 �Notice to Vendor(s)/Supplier(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a vendor for any costs.� QUOTE SUBMISSION INFORMATION Quotations are due to the points of contact (POC) below by 22 February 2024, 04:00 PM Central Standard Time (CST). Quotes must be submitted via email. All quotes must be good for no less than 90 days after the quote submission date. All Offerors must be registered in the System for Award Management (SAM; https://sam.gov/) prior to quoting. Failure to have an active registration status in SAM by the time of award will make that Offeror ineligible to receive the award with no exceptions. All quotations must conform to the solicitation requirements, to include all stated terms, conditions, representations, and certifications. All items will be evaluated to ensure they conform to the requirements set forth in this solicitation. NOTICE TO OFFERORS � SOLICIATION REQUIREMENTS If you disagree with any of the solicitation requirements (which includes all stated terms, conditions, representations, and certifications), you must inform the Government of your issue with the aforementioned requirements and provide your rationale for disagreement. The Government reserves the right to reject any/all quotes which do not conform to the solicitation requirements. SUPPORTING TECHNICAL INFORMATION Please provide item specifications/technical information to us. This information must be sufficient for us to determine that each item either fits or does not fit the description of what we�re asking for. Per 1.7 of the PWS Special Qualifications, Offeror shall submit with their response applicable documentation for specially qualified personnel such as resumes, project resumes, and certificates of training. Per 1.7.1 of the PWS, Offeror shall submit with their response proof of technical competence in the following Allen Bradley control software programming: � RSLogix 500 Standard PLC Industrial Software. � RSLogix 5000 Full PLC Industrial Software. Failure to follow all instructions will render your quotation ineligible for award. EVALUATION OF RESPONSES: Award will be conducted and evaluated under the provisions of FAR Part 12 Commercial Items and FAR Part 13, Simplified Acquisition Procedures.
